City Council Meeting Minutes August 17, 2021 <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />24. Consider approval, by motion, authorizing negotiations of a Development Agreement with <br />Cuatro Consultants, LTD, on behalf of Holman -Farrar Holdings, LLC, for approximately 1. 108 <br />acres out of the T H Forsithe Survey located at 1850 Old Ranch Road 12, and consider the <br />appointment of a Council Committee to review aforementioned Development Agreement, if <br />desired. <br />Mayor Pro Tem Derrick recused herself to avoid the appearance of <br />impropriety because her family business is located near this development. <br />MAIN MOTION: a motion was made by Deputy Mayor Pro Tem Scott, <br />seconded by Council Member Gleason, to authorize negotiations of a <br />Development Agreement with Cuatro Consultants, LTD, on behalf of <br />Holman -Farrar Holdings, LLC, for approximately 1.108 acres out of the T H <br />Forsithe Survey located at 1850 Old Ranch Road 12. <br />Council Member Baker asked if a council committee is required due to? Ms. <br />Mattingly stated this property owner is looking to renovate and reconstruct the <br />side and meet impervious cover requirements. There is discussion about <br />impervious cover, restricting storage, looking at site plans and trees and that is <br />why a committee may be needed. Council Member Baker is okay with Staff <br />handling this project and does not see a need for a committee at this time. <br />MOTION TO AMEND: a motion was made by Mayor Hughson, seconded by <br />Council Member Gleason, to amend by delete the reference of a council <br />committee. The motion to amend carried by the following vote: <br />For: 6 - Mayor Hughson, Council Member Baker, Council Member Gonzales, Deputy Mayor <br />Pro Tem Scott, Council Member Garza and Council Member Gleason <br />Against: 0 <br />Recused: 1 - Mayor Pro Tem Derrick <br />MAIN MOTION: to approve as amended. The motion carried by the following <br />vote: <br />For: 6 - Mayor Hughson, Council Member Baker, Council Member Gonzales, Deputy Mayor <br />Pro Tem Scott, Council Member Garza and Council Member Gleason <br />Against: 0 <br />Abstain: 1 - Mayor Pro Tem Derrick <br />City of San Marcos Page 17 <br />
