City Council Meeting Minutes August 17, 2021 <br />Council Member Gleason spoke of his experience when he served on the <br />Planning and Zoning Commission. He stated that staff did a great job in <br />training, but he does support a mandatory training for all Commissioners and <br />Council Members. <br />Ms. Mattingly stated training is required and stated Sam Aguirre, Assistant <br />City Attorney, does provide an overview of open meetings and ethics. During <br />this training, staff does go over platting, historic preservation, and zoning. <br />However, there is little discussion on details about districts and all the details <br />of the Code. She stated staff can work on including this for future trainings. <br />Council Member Gonzales would like to require this for re-elected Council <br />Members, Commissioners and also the Zoning Board of Adjustment members. <br />Council Member Baker would like to focus on how decisions made by <br />Planning and Zoning affect projects that move forward to Council. He would <br />like to see a module that is also community facing to allow citizens to know the <br />process. <br />Mr. Lumbreras is in support of this training, but hesitant on a pass/fail option. <br />Staff will come up with a creative way to conduct this training. <br />Mayor Pro Tem Derrick would like to see a module similar to that given by the <br />Information Technology Department on Cyber Security. It allows you to <br />retake the training until all items are correct. <br />Mayor Hughson expressed her support of a thorough training. <br />Council provided consensus to move forward with some type of mandatory <br />training. Staff will come up with a training module and provide information to <br />Council. <br />EXECUTIVE SESSION <br />31. Executive Session in accordance with: <br />1.
