City Council Meeting Minutes November 16, 2021 <br />Council Member Prather recused himself on this item as he is employed by <br />Hays County. <br />The motion to approve carried by the following vote: <br />For: 5 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro <br />Tem Garza and Council Member Gleason <br />Against: 0 <br />Absent: 2 - Derrick and Council Member Gonzales <br />Recused: 1 - Council Member Prather <br />NON CONSENT <br />A motion was made by Mayor Hughson, seconded by Mayor Pro Tem Scott, <br />that this be removed from table. The motion carried by the following vote: <br />17. Consider approval of Resolution 2021-233R, determining costs of the proposed public <br />improvements in the Whisper South Public Improvement District, approving a proposed <br />assessment roll, and making related findings and determinations, in accordance with Chapter <br />372 of the Texas Local Government Code. <br />A motion was made by Mayor Pro Tem Scott, seconded by Council Member <br />Gleason, to approve Resolution 2021-233R. <br />Marie Kalka, Finance Director introduced John Snyder with P3 Works to <br />provide a brief presentation. Mr. Snyder stated this will come back in early <br />December to seek authorization of the distribution of the preliminary limited <br />offering memorandums and during the second meeting in December, there will <br />be an item to issue bonds. <br />The motion carried by the following vote: <br />For: 4 - Mayor Hughson, Mayor Pro Tem Scott, Council Member Gleason and Council <br />Member Prather <br />Against: 2 - Council Member Baker and Deputy Mayor Pro Tem Garza <br />Absent: 2 - Derrick and Council Member Gonzales <br />18. Consider approval of Resolution 2021-234R, affirming San Marcos is a welcoming City that <br />respects the innate dignity of all people and will not tolerate hate, extremism and bigotry; <br />reaffirming the City Council's support for the US Conference of Mayor's Compact to combat <br />hate, extremism, and bigotry; and declaring an effective date. <br />MAIN MOTION: a motion was made by Mayor Hughson, seconded by <br />Council Member Gleason, to approve Resolution 2021-234R. <br />City of San Marcos Page 10 <br />
