He expressed a strong need for an 8-plex softball complex rather than a 4-plex so that the City would be able to provide enough fields for the larger tournaments. There was no motion made for approval of the 4-plex softball field proposal, so Mrs. Norris moved to reject the proposal submitted by Mr. Neuhaus and Mrs. Mendez seconded the motion, which passed unani- mously. Members of the Council thanked Mr. Neuhaus for his proposal. Mayor Craddock introduced for consideration approval of an appointment to the Planning Commission. Mr. Farr moved that Dean Ferguson and Pat Price's names be placed in nomination and Mr. Kreczmer seconded the motion, which passed unanimously. On roll call the following vote was recorded: BROWN: Price. FARR: Price. KRECZMER: Price. CRADDOCK: Ferguson. MENDEZ: Price. MOORE: Price. NORRIS: Price. Mr. Price will complete the vacancy of James Harrison on the Planning Commission. Mayor Craddock introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 30-27 AND 30-35 OF THE CODE OF ORDINANCES OF SAID CITY TO INCREASE THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPYING P~MISES WHICH AR CONNECTED WITH THE WATER SYSTEM OF SAID CITY; TO INCREASE THE RATES FOR SERVICES TO USERS OF THE SANITARY SEWAGE SYSTEM OF SAID CITY; SETTING OUT THE DIFFERENT CLASSES OF CUSTOMERS FOR SAID WATER AND SANITARY SEWAGE SERVICE AND DECLARING AN EFFECTIVE DATE. Mayor Craddock opened the public hearing. Ken Long spoke in favor of the increase. He stated money was needed to correct problems in the utility system that should have been corrected in a normal course of maintenance. John Stokes opposed the increase stating it would deprive many citizens of other necessities of life, and that there had not been any long-range planning done by the City to keep this increase from occurring. No one else wished to speak in favor or against the Ordin- ance, so Mayor Craddock closed the public hearing. Mr. Brown moved to approve the Ordinance on first reading and Mrs. Norris seconded the motion. On roll call the following vote was recorded: AYE: Brown, Fart, Craddock, Moore, Norris.
