Regular Meeting <br /> <br />November 8, 1982 <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING 21.02 ACRES OF LAND, <br />BEING TWO TRACTS OF LAND CALLED BLOCK ONE AND BLOCKS <br />TWO AND THREE, AND BEING PART OF THAT 28-ACRE TRACT <br />OF LAND CONVEYED BY JACK PERKINS, ET UX, TO JOHN J. <br />STOKES BY DEED DATED NOVEMBER 28, 1956, AND RECORDED <br />IN VOLUME 169, PAGE 375 OF THE HAYS COUNTY DEED RE- <br />CORDS, FROM "P" (PUBLIC USE) TO "R-l" (SINGLE-FAMILY <br />DWELLING DISTRICT). <br /> <br />Mr. Brown moved to approve the Ordinance on first reading and Mrs. <br />Norris seconded the motion. Mayor Craddock opened the public hear- <br />ing. John Stokes spoke in favor of the Ordinance. Mr. Stokes said <br />the property was brought into the City was "R-i" and it was an error <br />on the part of the City to state it was presently zoned "P". City <br />Planner Joe Garza stated their records reflect it is presently zoned <br />"P", and that he had advised Mr. Stokes he would need to bring it to <br />the Council for rezoning of the property. The Council voted unanimously <br />for approval of the Ordinance on first reading. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1976-31 WHICH DE- <br />TERMINED APPROPRIATIONS FOR REVENUE SHARING ENTITLE- <br />MENT NO. 8; AMENDING ORDINANCE 1978-43 WHICH DETER- <br />MINED APPROPRIATIONS FOR REVENUE SHARING ENTITLEMENT <br />NO. 10; AMENDING ORDINANCE 1979-38 WHICH DETERMINED <br />APPROPRIATIONS FOR REVENUE SHARING ENTITLEMENT NO. <br />11; AMENDING ORDINANCE 1981-70 WHICH DETERMINED AP- <br />PROPRIATIONS FOR REVENUE SHARING ENTITLEMENT NO. 13 <br />AND AMENDING ORDINANCE 1982-42 WHICH DETERMINED AP- <br />PROPRIATIONS FOR REVENUE SHARING ENTITLEMENT NO. 14 <br />AND DECLARING AN EMERGENCY. <br /> <br />Mrs. Norris moved for the adoption of the Ordinance on emergency and <br />Mrs. Mendez seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />ORDINANCE AUTHORIZING THE ISSUANCE OF CERTIFICATES <br />OF OBLIGATION. <br /> <br />Mrs. Norris moved for the adoption of the Ordinance on emergency and <br />Mr. Brown seconded the motion. Bill Harrison of First Southwest Com- <br />pany, the City's bond consultants, advised the Council the $350,000 <br />was primarily for funding of Step II of the EPA program, for engineer- <br />ing services designing the sewer treatment plant. He advised the <br />Council the bonds had been sold to Hays County National Bank and that <br />we had negotiated a 10-1/2 percent interest rate.
