City Council Meeting Minutes April 5, 2022 <br />made public by utilizing Zoom. He expressed concern with the use of fossil <br />fuels and would like a virtual meeting if it can be done. <br />Council held discussion and agreed that it will be an opportunity to make <br />interpersonal connections, discuss needs in the community, receive knowledge <br />from agencies. <br />Council consensus is to defer to the Legislative Committee to work on a list of <br />places to visit that will have funding and/or grants available, upcoming grants <br />and to share the needs of the community. <br />17. Hold discussion on the Disaster Declaration, including but not limited to the eviction delay <br />ordinance and provide direction to the City Manager. <br />Mayor Hughson stated it has been two years since the disaster declaration has <br />been in place. Some other cities do not have their disaster declarations in <br />place anymore. In addition our eviction delay ordinance is also still in effect. <br />She thought it was time to discuss both again since we have not discussed this <br />in the last few months. <br />Chase Stapp, Director of Public Safety stated Hays County still has their <br />disaster declaration in place as does the State of Texas. Mayor Hughson asked <br />if Hays County is renewing the declaration? Mr. Stapp stated their last <br />discussion was in November and they have not rescinded it. <br />Deputy Mayor Pro Tem Garza would like staff to provide a synopsis that <br />regarding rental assistance programs. <br />Council Member Gleason would like to keep the disaster declaration to keep <br />the possibility of receiving <br />funding from the state. He would like to rescind the eviction delay ordinance <br />because there are rental assistance programs available. He noted the economy <br />is recovering.. <br />Council Member Balser has asked for data on evictions and have not received <br />data. He would like to have a better understanding before deciding on <br />rescinding the ordinance. Mr. Stapp stated he reached out to the Justices of the <br />Peace in Hays County and they were aware of our delay ordinance but have <br />not observed an increase in evictions. <br />Deputy Mayor Pro Tem Garza noted multiple issues with the Emergency <br />Rental Assistance program administered by the county. She stated she would <br />like staff assist in helping people apply for assistance from Hays County. <br />City of San Marcos Page 10 <br />
