City Council Meeting Minutes April 5, 2022 <br />be as follows: Pauline Espinoza Recreation Hall. <br />The motion failed by the following vote: <br />For: 3 - Mayor Hughson, Mayor Pro Tem Scott and Council Member Gleason <br />Against: 4 - Council Member Baker, Council Member Gonzales, Deputy Mayor Pro Tem Garza <br />and Council Member Prather <br />Staff will bring back to council a mock-up of the wayfinding signs with the full <br />name of Pauline Espinosa Community Hall to include Rec Hall without Rec <br />Hall in parentheses. <br />MAIN MOTION: to approve Resolution 2022-72R, renaming the Rec Hall to <br />Pauline Espinosa Community Hall. The motion carried by the following vote: <br />For: 7 - Mayor Hughson, Council Member Baker, Council Member Gonzales, Mayor Pro <br />Tem Scott, Deputy Mayor Pro Tem Garza, Council Member Prather and Council <br />Member Gleason <br />Against: 0 <br />16. Hold discussion on the Legislative trip to Washington D.C. and provide direction to the City <br />Manager. <br />Lauren Surley, Director of Communications & Intergovernmental Relations, <br />she provided a brief presentation regarding the legislative trip to Washington <br />D.C. She stated elected officials and key members of City staff participate in a <br />fly -in to Washington, D.C., facilitated through The Normandy Group, to visit <br />with members of our <br />delegation and advocate for our priorities before Congress and federal <br />agencies. She mentinoed prior to the <br />COVID-19 pandemic these trips were taken annually, the participation was <br />paused due to safety concerns. Ms. Surley stated a plan to return to <br />Washington D.C. will be in June 2022. <br />Council Member Baker stated he would like to know why technology is not <br />being used instead of flying into Washington D.C. and speaking to all directly, <br />He also expressed concern with lobbying. Ms. Surley stated there are options <br />and if council would like to pursue, she will speak to the consultants. Mrs. <br />Reyes stated technology was used in the past few years to talk to senators and <br />the discussions was facilitated by the Normandy Group. <br />Council Member Baker expressed concern with violating the Texas Open <br />Meeting Act during the trip and he would like public access to the meetings. <br />Mrs. Cook stated there was a potential quorum agenda posted for each day <br />council was involved in meetings.
