City Council Meeting Minutes April 5, 2022 <br />Mayor Hughson noted that one of the best ways to get the information about <br />the assistance program to renters is through the landlords and the city has sent <br />notices to those we know are landlords. <br />Prather stated he has received calls from people who have been evicted. Some <br />have children. He noted the ordinance doesn't keep people from being evicted; <br />it's just a delay. <br />Mayor Hughson asked Mr. Cosentino if the eviction delay ordinance relies on <br />the disaster declaration being in place. He stated, yes, it is worded to include <br />the ordinance but council can repeal the ordinance. <br />Council Member Gonzales reminded the council that some landlords only have <br />a few rental units and this is a source of income. He also suggested that we ask <br />the Justices of the Peace if people have applied for assistance. <br />Mrs. Reyes stated staff are making efforts in promoting the rental assistance <br />programs, the library team is assisting citizens with filling out applications, <br />staff has reached out to landlords and is planning to have meetings with the <br />county commissioners on a regular basis. <br />Council Member Gleason noted that for those who only have one or a few <br />rental units, they may decide to place those houses on the market if they <br />cannot get their rental payments and the concern is whether those houses will <br />be purchases by the large companies that are buying many houses in our city. <br />That takes that house off the market for purchase. <br />Council consensus is to keep the disaster declaration in place and bring <br />forward the eviction delay ordinance in the future once the data requested is <br />provided. <br />18. Hold discussion on Ethics Commission Recommendation Resolution 2022-1 that <br />recommends an amendment to Section 2.461 of the San Marcos City Code to provide a <br />definition of the term "fair market value" for the purpose of reporting the value of real property on <br />financial disclosure statements filed by the city officials and council appointees and provide <br />direction to the City Manager. <br />Council concurred that the certified appraisal roll as of December 31 of the <br />prior year by the appraisal district and in the county where the property is <br />located will be used. <br />Michael Cosentino, City Attorney stated this item will be brought back to <br />Council in a ordinance on the first reading. <br />City of San Marcos Page 11 <br />
