City Council Meeting Minutes April 5, 2022 <br />19. Hold discussion regarding ways to help lower income population find affordable housing by <br />increasing the number of unrelated people per household "occupancy restrictions" and provide <br />direction to the City Manager. <br />Mayor Pro Tem Scott stated there is an housing issue and would like to <br />increase the occupancy restrictions to three unrelated people per household <br />and would like to study this plan for a year. <br />Deputy Mayor Pro Garza would like to see a change in the occupancy <br />restrictions to assist mixed families that are not able to find affordable <br />housing. <br />Council Member Baker stated he would like to discuss where the occupancy <br />restrictions should apply and how the conditional use permit (CUP) process <br />can be more equitable. He stated the importance of creating communications <br />to report poorly neighbor behavior and address it in an effective manner. <br />Council held discussion and concurred to increase the occupancy restriction to <br />three unrelated people per household and will defer this item back to Planning <br />and Zoning for the usual process to update the Land Development Code. <br />21. Hold discussion on Human Services Advisory Board Recommendation Resolution 2022-01 RR <br />that amends Section 2.232 of the San Marcos City Code of Ordinances to revise the board's <br />meeting requirements, and provide direction to the City Manager. <br />Mayor Hughson stated the board is requesting to change their bylaws from the <br />requirement to meet once a month to meet as needed to fulfill duties. Mayor <br />Hughson suggests for the board "to establish a calendar in January that <br />includes required public hearing and meeting dates to complete all duties" <br />found under Section 2.232 - Duties. <br />Council consensus is to move forward and will be brought back to council at a <br />future agenda. <br />22. Hold discussion regarding Historic Preservation Commission Recommendation Number <br />2021-05RR, that recommends that the City Council support alternative designation options, <br />such as Neighborhood Conservation Districts and Cultural Heritage Districts as recommended <br />in My Historic SMTX and provide direction to the City Manager. <br />Council consensus is to move forward with the recommendations provided <br />from the Historic Preservation Conservation. <br />20. Hold discussion regarding future flooding mitigation and watershed protection from the Blanco <br />and San Marcos rivers and provide direction to the City Manager. <br />A motion was made by Mayor Pro Tem Scott, seconded by Mayor Hughson, <br />City of San Marcos Page 12 <br />
