1.09. The purpose of this Agreement is to outline the manner in which the Parties will <br /> cooperate regarding implementation of a coordinated transit system and the sub-award of Federal <br /> Funds from the City to Texas State for qualifying transportation projects. <br /> 1.10. The Texas Interlocal Cooperation Act, codified at Section 791.001, et seq. of the <br /> Texas Government Code, authorizes the Parties to contract with each other to perform <br /> governmental functions and services. This Agreement concerns the performance of governmental <br /> functions and services. <br /> 1.11. For the reasons stated in these Recitals and the mutual benefits and obligations <br /> herein,the Parties wish to enter into this Agreement. <br /> ARTICLE II <br /> OBLIGATIONS OF THE PARTIES <br /> 2.01. Designated Representatives. The City Manager of the City and the Vice President <br /> for Finance and Support Services of Texas State shall be the designated representatives of the <br /> Parties to coordinate all activities under this Agreement not otherwise reserved by law, policy or <br /> contract to a Party's governing body or other decisionmaker. Each of the designated <br /> representatives may designate one or more persons to act on their behalf regarding the activities <br /> under this Agreement. <br /> 2.02. Implementation of Coordinated Transit System: The Parties agree that <br /> recommendations from the Plan and any future revisions will be used to guide operations and <br /> capital plans for the coordinated system and awards of future Federal Funds. Each Party will <br /> endeavor to complete actions identified in the Plan to improve transit service and access to the <br /> community and improve multimodal connectivity. Key recommendations of the Plan to be <br /> advanced by this Agreement include: <br /> - Service expansion <br />
