<br />90 <br /> <br /> <br /> <br />Regular Meeting February 25, 1991 Page 3 <br /> <br /> <br />Mayor Morris introduced for consideration award of bid for the <br />Janitorial Service Contract. Mr. Hernandez moved to award bid to <br />Maintenance Management in the amount of $103,320.00 and Ms. Kissler <br />seconded the motion. Mr. Plummer stated he needs to abstain from <br />voting on this matter. Mr. Gilley advised the Council the two low <br />bidders did not present responsive bids (Mr. Guerra present at 7:57 <br />p.m.). Rose Brooks stated the buildings under the contractor are <br />not clean and she wants to know if they are checked. Michelle <br />Burleson also complained the buildings are dirty. Nelvia Burleson <br />asked why the City cleans the Dunbar Building if we have a <br />janitorial service, and Mr. Gilley stated City employees clean <br />Dunbar after events. The city requires a deposit for use of City <br />buildings to assure the building is left in the same condition as <br />when it is rented. Mr. Guerra asked if minorities are given a fair <br />opportunity to bid. Mr. Gilley advised the city Attorney has made <br />contractual provisions easier for minorities to bid, but no policies <br />have been adopted by the Council to offer advantages to minorities. <br />Rose Brooks stated she just wants minorities to have a fair <br />opportunity to bid. On roll call for award of bid, the following <br />vote was recorded: <br /> <br />AYE: Moore, Hernandez, Hart, Morris, Guerra, Kissler. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Plummer. <br /> <br />Mayor Morris introduced a discussion regarding the recommendation by <br />the San Marcos Electric utility Board to alter the management <br />structure of the Electric utility and direction to Staff. The SMEU <br />Board wants a General Manager to be hired. Ray Berry has relocated <br />with LCRA and Bob Higgs is serving as the Acting Director of SMEU. <br />Mr. Gilley has visited with the City of Kerrville and thinks their <br />utility operation with a General Manager is a well managed <br />operation, but they have many extra positions employed that our <br />current City Staff could handle. A General Manager would serve <br />under the SMEU Board and would manage SMEU's 42 employees. Mr. <br />Guerra stated he recalls in 1986 the City Council intended for SMEU <br />to be a department of the city. It was consensus of Council for <br />SMEU to be a department of the City with the Director of the <br />department to be hired by the City Manager with the assistance and <br />advice of the SMEU Board. Mr. Gilley was directed to proceed and <br />hire the Director. <br /> <br />Mayor Morris introduced a discussion regarding the recommendation of <br />the Solid Waste Management Committee regarding a residential <br />curbside proposal and direction to Staff. Martha Latta, Chair of <br />the Committee, stated the city's trash problem needs to be <br />addressed, and we must strive to reduce, reuse and recycle what we <br />can. The Committee recommended curbside recycling be implemented. <br />The Council was advised by Mr. Gilley requests for proposals would <br />be on the Council's agenda for consideration within 30 days. The <br />Council requested some education process be included in the RFP. <br /> <br />Mayor Morris introduced a presentation by Avail Financial <br />Corporation by its President, Gregory Van pairett, to hold an Earth <br />Day 1991 Fair and Music Festival in San Marcos. Mr. pairett advised <br />the Council there are many sponsors interested in our activities for <br />Earth Day. He would like a week proclaimed for Earth Day <br />activities. Mayor Morris advised she had been in communication with <br />Judge Etheredge and the County is looking at the request for Earth <br />Day. Regarding the use of City property for these activities, Mr. <br />pairett was instructed to go through the Parks and Recreation Board <br />for their approval. Mayor Morris stated the city will at a future <br />date do an Earth Day proclamation which will list the Earth Day <br />activities. <br /> <br />Mayor Morris introduced a discussion regarding Downtown parking. <br />Mr. Gilley reviewed a couple of handouts with the Council regarding <br />parking tickets issued, paid, trials and dismissals, and results of <br />a survey of downtown merchants.
