AGREEMENT FOR SERVICE <br /> BETWEEN <br /> TEXAS RIOGRANDE LEGAL AID <br /> AND <br /> THE CITY OF SAN MARCOS,TEXAS <br /> TEXAS STATE UNIVERSITY <br /> To provide effective advice and counsel to residents of the City of San Marcos, the City of San <br /> Marcos and Texas RioGrande Legal Aid enter into this agreement for a two-year term, effective <br /> June 1, 2024, and concluding on May 31, 2026.This agreement may be renewed for successive <br /> terms upon mutual agreement of the City of San Marcos and Texas RioGrande Legal Aid. Each <br /> agreement term will be with the understanding that all terms and conditions remain unchanged <br /> and in full force and effect unless this agreement is specifically amended.The term of the <br /> agreement includes the following: <br /> Scope of Work <br /> • Education &Outreach—Austin Tenants Council, a Special Project of Texas RioGrande <br /> Legal Aid, (ATC/TRLA) will provide both virtual and in-person events.Topics include <br /> tenants' rights and remedies for issues affecting such as repair requests, lease <br /> termination, security deposits, retaliation, and evictions. <br /> • Reasonable accommodation requests—ATC/TRLA will assist clients in filling out <br /> reasonable accommodation requests, submitting the paperwork to their landlord, and <br /> negotiating a resolution with the landlord. If the landlord refuses to grant an <br /> accommodation, ATC/TRLA can help clients submit discrimination complaints to HUD <br /> • In-person mediation (emergency and repair)— ATC/TRLA will provide both virtual and <br /> in-person mediation as needed. <br /> • Legal Services—When clients are in need of legal action, ATC project staff refer clients to <br /> TRLA.TRLA will provide free legal services to low-income (under 80%of the area median <br /> income) people facing housing issues.These legal services include: <br /> ➢ Counsel and Advice: TRLA's staff provide tailored legal advice about the client's <br /> individual circumstances in various housing cases, including eviction, repairs, <br /> rent/utilities questions, lease terminations, housing discrimination, voucher <br /> terminations, and other public housing issues. <br /> ➢ Brief Services:These cases rise beyond legal advice and include assisting pro se <br /> clients (who will represent themselves in court) with legal paperwork or court <br /> filings and communicating with a third party on behalf of the client. <br /> ➢ Extended Services:TRLA's staff provide legal representation on behalf of a client <br /> in negotiations, court proceedings, or administrative proceedings OR other <br /> extensive services that go beyond brief services. Most frequently, this involves an <br /> attorney representing a client in court, negotiating a resolution of a dispute with <br /> a landlord, or representing a tenant with a housing voucher in an administrative <br /> haring before a public housing authority. <br /> • Data Collection —ATC/TRLA will track demographics of the served population to include: <br /> ➢ Population Type (Student v City Resident) <br /> ➢ Where the caller lives (apartment name. address, etc.) <br />
