<br />23 <br /> <br /> <br /> <br />Regular Meeting August 26, 1991 Page 3 <br /> <br /> <br />adoption of the Zoning Ordinance and Mr. Hart seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CHANGING THE STREET NAME FOR THE 700 THROUGH 1100 BLOCKS <br />OF DALE STREET TO DALE DRIVE; PROVIDING FOR PUBLICATION AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against this street name change. No one did, so Mayor <br />Morris closed the public hearing. Ms. Kissler moved for approval of <br />the Ordinance on first reading and Mr. Moore seconded the motion. <br />Ms. Kissler asked why we were changing the designation for five <br />blocks when we could change just one block. Mr. Gilley advised all <br />residents have been using the name Dale Drive as the street <br />designation, and Staff will determine why the change was requested. <br />The Council voted unanimously for approval on first reading. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF <br />ORDINANCES TO RECLASSIFY CERTAIN POLICE CIVIL SERVICE POSITIONS <br />AND TO INCREASE OR DECREASE THE POSITIONS WITHIN CERTAIN <br />CLASSIFICATIONS; PROVIDING FOR PUBLICATION; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADOPTING CHAPTER 5-1/2, TEMPORARY FOOD SERVICE <br />FACILITIES, REGULATING TWO CATEGORIES OF TEMPORARY FOOD SERVICE <br />FACILITIES; PROVIDING FOR SEVERABILITY; REPEALING ALL <br />CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR <br />PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Moore seconded the motion. Mr. Gilley advised the Council <br />section 5-1/2-3(e) regarding vacant lots was to require vacant lots <br />to comply with the same regulations as other businesses, such as <br />landscaping, etc. Mr. Plummer stated he did not want to stifle <br />small businesses from existing. Mayor Morris moved to amend the <br />Ordinance to add Section 5-1/2-3(k) as follows: "Shall be <br />franchised by the City if located on public property," and Ms. <br />Kissler seconded the motion, which passed unanimously. Mayor Morris <br />moved to amend Sections 5-1/2-3(h) and (i) to six months in place of <br />nine months and Mr. Guerra seconded the motion~hich passed <br />unanimously. Mayor Morris moved to amend Section 5-1/2-3(e) to <br />delete a portion of the sentence and for (e) to read as follows: <br />"Shall operate only in commercial zoning district," and Mr. Moore <br />seconded the motion, which passed unanimously. The Council then <br />voted unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX B, SIGNS, OF THE SAN MARCOS CODE OF <br />ORDINANCES, TO LIMIT THE AMOUNT OF SIGNAGE PERMITTED ON <br />TRAILERS AND PORTABLE BUILDINGS; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR PUBLICATION AND DECLARING AN <br />EFFECTIVE DATE. <br />
