Mayor Morris introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CHANGING THE STREET NAME FOR THE 700 THROUGH 1100 BLOCKS OF DALE STREET TO DALE DRIVE; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak for or against this street name change. No one did, so Mayor Morris closed the public hearing. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. Ms. Kissler asked why we were changing the designation for five blocks when we could change just one block. Mr. Gilley advised all residents have been using the name Dale Drive as the street designation, and Staff will determine why the change was requested. The Council voted unanimously for approval on first reading. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF ORDINANCES TO RECLASSIFY CERTAIN POLICE CIVIL SERVICE POSITIONS AND TO INCREASE OR DECREASE THE POSITIONS WITHIN CERTAIN CLASSIFICATIONS; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING CHAPTER 5-1/2, TEMPORARY FOOD SERVICE FACILITIES, REGULATING TWO CATEGORIES OF TEMPORARY FOOD SERVICE FACILITIES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. Mr. Gilley advised the Council section 5-1/2-3(e) regarding vacant lots was to require vacant lots to comply with the same regulations as other businesses, such as landscaping, etc. Mr. Plummer stated he did not want to stifle small businesses from existing. Mayor Morris moved to amend the Ordinance to add Section 5-1/2-3(k) as follows: "Shall be franchised by the City if located on public property," and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris moved to amend Sections 5-1/2-3(h) and (i) to six months in place of nine months and Mr. Guerra seconded the motion~hich passed unanimously. Mayor Morris moved to amend Section 5-1/2-3(e) to delete a portion of the sentence and for (e) to read as follows: "Shall operate only in commercial zoning district," and Mr. Moore seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING APPENDIX B, SIGNS, OF THE SAN MARCOS CODE OF ORDINANCES, TO LIMIT THE AMOUNT OF SIGNAGE PERMITTED ON TRAILERS AND PORTABLE BUILDINGS; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE.
