want the City to investigate the possibility of adding this
provision to the franchise transfer with Mission Cable, because
there are many newsworthy items along the Corridor that could be
covered. He stated they did not want to wait until the
expiration of this franchise for public access to be a part of
the franchise. The City Attorney advised the City could require
public access but has not done so, and Mission Cable could
provide public access voluntarily. Mayor Morris stated she did
not think the City should require Mission to provide public
access. Steve Smith of Karnack stated LBJ Company will retain
Channel 9 in the transfer. Mayor Morris encouraged Mr. Newman to
talk with Mission and send them a letter of support. Jesse
Estrada who owns and operates a video store stated they rent
video cameras on a regular basis, and there is a lot of interest
in San Marcos for this. Bill Fuller stated he wants Mission to
provide public access and the citizens group for public access
will provide their own funding, but they want the City to make
the effort to get public access. Mayor Morris moved to amend the
Ordinance in PART 2., Section 1.02 to state Mission is a limited
partnership in Delaware and Mr. Guerra seconded the motion, which
passed unanimously. The Council voted unanimously for adoption
of the Ordinance on third and final reading. Mr. Gilley and Mr.
Taylor were directed to talk with Mission regarding public access
and requested Mr. Newman talk with Mission also.
