115 Regular Meeting April 9, 1990 Page 3 Mayor Morris opened the public hearing and asked if anyone wished to speak regarding the amendment. No one did, so Mayor Morris closed the public hearing. Mr. Hart moved for adoption of the Zoning Ordinance and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING LOT 24, OUT OF THE A. M. RAMSAY SUBDIVISION OF 32 1/2 ACRES OF LAND OUT OF THE J. M. VERAMENDI LEAGUE NO.2, HAYS COUNTY, TEXAS, AS RECORDED IN VOLUME 89, PAGE 477 OF THE HAYS COUNTY DEED RECORDS, LOCATED AT 316 UHLAND ROAD, FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO "MR" (MOBILE HOME AND RESIDENTIAL DISTRICT); AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced a discussion by Monica Davidson regarding Keep Hays County Beautiful proposal and direction to Staff. Ms. Davidson stated she contacted Allen Goldapp regarding whether he is certified by the Keep America Beautiful program. He advised her he was certified in connection with SWT and is no longer certified or involved with that program. Mayor Morris stated she was interested in a city-wide program before pDrsuing a county-wide program. The Council asked information about the proposed budget. Ms. Davidson stated the team members would be unpaid volunteers, the coordinator position would be a paid position and possibly one or two staff would be paid. The requested contribution from the City of San Marcos is $4,000.00. Mr. Moore stated it is his understanding three members are certified at a time for a program. The Council requested information regarding the proposed annual budget and how it would be subsequently funded. The Council stated they are interested in a program to Keep San Marcos Beautiful if funding approval is also forthcoming from other municipalities. Mr. Guerra asked Mr. Gilley if such a program could be handled by city staff. Mr. Gilley stated it could be, and Mr. Caruso stated their discussions with BFI have mainly centered on recycling. Mr. Gilley stated the K.A.B. program centers around behavior modification, and Staff would need to be educated before pursuing the program with the public. Mrs. Boruff is actively involved in
