Mr. Guerra stated he is not convinced the City <br />needs to contract for this program, but rather might be able to <br />handle this in-house. Mr. Gilley stated he will ascertain from <br />Staff what level of service Staff could accomplish with <br />$4,000.00. Mr. Gilley is to provide this information by the <br />first meeting in May, and Ms. Davidson was requested to pursue <br />this program with other cities. <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 <br /> FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR FUEL <br /> STORAGE TANK CLEANUP COSTS, MULTI-PURPOSE SOCCER FIELD <br /> CONSTRUCTION, ACQUISITION OF PROPERTY FROM THE NATURE <br /> CONSERVANCY, THE INSTALLATION OF PLAYGROUND EQUIPMENT, AND <br /> AIRPORT TE~lINAL CONSTRUCTION; AND DECLARING AN EMERGENCY. <br />Mr. Moore moved for adoption of the Ordinance on emergency and <br />Ms. Kissler seconded the motion. The Council requested <br />background information on the request regarding the Nature <br />Conservancy expense. Mr. Gilley advised the property in question <br />was acquired by the Nature Conservancy. The City applied for a <br />grant and has been awarded a grant by Texas Parks and Wildlife to <br />pay for a portion of this acquisition from the Nature <br />Conservancy. The City has also received funding from the San <br />Marcos River Foundation. The City has budgeted funding the last <br />two years in anticipation of this acquisition. This budget <br />amendment request is to have sufficient funds in place for the <br />purchase. The role of the Nature Cpnservancy regarding this <br />parcel of land is for protection of the land in its natural <br />habitat. They are willing to sell the land to the City if the <br />City will maintain the land virtually in its natural state. The <br />two appraisals submitted were relatively consistent. R. G. <br />Phillips expressed concern regarding the appraisals, indicating <br />they were not in line. Jane Wilson expressed concern that both <br />appraisals were prepared by appraisers within the same firm <br />(Ronnie Dannelley and Curtis Jenkins), and that the Council is <br />spending too much money on this property. It was ascertained <br />during the course of the meeting that the appraisers are not <br />associated with one another. Mr. Guerra asked what is the <br />emergency nature of the soccer fields, to which Mr. Gilley <br />advised the construction crew was still partially on this <br />project. The City experienced some delays due to FEMA <br />requirements. The additional funds would be for the inclusion of <br />asphalt for the entrance and parking lot and some curbing. On <br />roll call, the following vote was recorded: <br /> AYE: Moore, Hernandez, Morris, Kissler, Plummer. <br /> NAY: Hart, Guerra. <br />ABSTAIN: None. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 29-111 AND 29-150 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY ADDING A NO PARKING TOW-AWAY ZONE ON <br /> NORTH STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL <br /> CONFLICTING ORDINANCES; PROVIDING A PENALTY AND DECLARING AN <br /> EFFECTIVE DATE. <br />Mr. Hart moved for approval of the Ordinance on first reading and <br />Mr. Plummer seconded the motion, which passed unanimously. <br />
