<br />79 <br /> <br /> <br />REGULAR MEETING JUNE 25, lQ9O PAGE 2 <br /> <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DESIGNATING A REINVESTMENT ZONE PURSUANT TO CHAPTER <br />312 OF THE TEXAS TAX CODE TO INCLUDE PROPERTY COMPRISING <br />AN AREA OF APPROXIMATELY 24.34 ACRES LOCATED IN THE 1300 <br />BLOCK OF WONDER WORLD DRIVE, TO BE KNOWN AS REINVESTMENT <br />ZONE NO.6; ESTABLISHING THE SPECIFIC BOUNDARIES THEREOF; <br />MAKING CERTAIN STATUTORY FINDINGS AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br /> <br />Mayor Pro-Tern Moore opened the public hearing and asked if anyone <br />wanted to speak for or against the ordinance. No one spoke <br />for or against the ordinance. Mayor Pro-Tern Moore closed the public <br />hearing. Mr. Guerra moved for approval of the ordinance and Mr. <br />Hart seconded the motion which passed unanimously. <br /> <br />Mayor Pro-Tern Moore introduced for consideration a public <br />hearing and approval of an Ordinance on first reading, the <br />caption was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX A-GENERAL ZONING ORDINANCE OF THE <br />CODE OF ORDINANCES OF THE CITY BY ADDING CONDITIONS TO OFF- <br />STREET PARKING REQUIREMENTS OUTSIDE THE CENTRAL BUSINESS AREA; <br />ADDING A NEW SECTION OF OFF-STREET PARKING REQUIREMENTS FOR <br />VEHICLE SALES AND RENTAL DEALERS; ADDING CONDITIONS REGARDING <br />DESIGN AND CONSTRUCTION STANDARDS FOR OFF-STREET PARKING <br />AREAS; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br /> <br />Mayor Pro-Tern Moore opened the public hearing and asked if anyone <br />wanted to speak for or against the ordinance. No one <br />spoked for or against the ordinance. Mayor Pro-Tern Moore closed the <br />public hearing. Mr. Hart moved for approval of the ordinance and Mr. <br />Hernandez seconded the motion which passed unanimously. <br /> <br />Mayor Pro-Tern Moore introduced for consideration a public <br />hearing and adoption of a Resolution, the caption was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY, FROM HIGH DENSITY RESIDENTIAL TO OFFICE AND <br />PROFESSIONAL FOR LOTS 1 AND 2 OF THE VILLAGE AT SPRINGTOWN <br />SUBDIVISION, HAYS COUNTY, TEXAS, AS RECORDED IN VOLUME 2, PAGE <br />297 OF THE HAYS COUNTY PLAT RECORDS, LOCATED IN THE 1200 BLOCK <br />OF THORPE LANE AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Pro-Tern Moore opened the public hearing and asked if anyone <br />wanted to speak for or against the ordinance. There were no speakers. <br />Mayor Pro-Tern Moore closed the public hearing. Mr. Moore asked <br />Mary Martinez, Director of Planning, if his understanding that this <br />request had come with Staff recommendation for approval and would help <br />to eliminate an inconsistency in the land use pattern in the <br />surrounding area was correct. Ms. Martinez stated that was <br />correct. Mr. Guerra moved for adoption of the Resolution and Mr. <br />Plummer seconded the motion which passed unanimously. <br /> <br />Mayor Pro-Tern Moore opened a public hearing to provide <br />information regarding the 1990 Texas Community Development Programs <br />available through the Texas Department of Commerce, invited <br />comments from the public regarding these programs as well as local <br />housing and community development needs, and direction to Staff. <br />Mayor Pro-Tern Moore asked if anyone wanted to speak for or against this <br />issue. Ms. Martinez introduced Ms. Cloteal Haynes, a consultant who <br />is assisting city staff in preparing the application. Ms. Martinez <br />
