79 REGULAR MEETING JUNE 25, lQ9O PAGE 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING A REINVESTMENT ZONE PURSUANT TO CHAPTER 312 OF THE TEXAS TAX CODE TO INCLUDE PROPERTY COMPRISING AN AREA OF APPROXIMATELY 24.34 ACRES LOCATED IN THE 1300 BLOCK OF WONDER WORLD DRIVE, TO BE KNOWN AS REINVESTMENT ZONE NO.6; ESTABLISHING THE SPECIFIC BOUNDARIES THEREOF; MAKING CERTAIN STATUTORY FINDINGS AND DECLARING AN EFFECTIVE DATE. Mayor Pro-Tern Moore opened the public hearing and asked if anyone wanted to speak for or against the ordinance. No one spoke for or against the ordinance. Mayor Pro-Tern Moore closed the public hearing. Mr. Guerra moved for approval of the ordinance and Mr. Hart seconded the motion which passed unanimously. Mayor Pro-Tern Moore introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING APPENDIX A-GENERAL ZONING ORDINANCE OF THE CODE OF ORDINANCES OF THE CITY BY ADDING CONDITIONS TO OFF- STREET PARKING REQUIREMENTS OUTSIDE THE CENTRAL BUSINESS AREA; ADDING A NEW SECTION OF OFF-STREET PARKING REQUIREMENTS FOR VEHICLE SALES AND RENTAL DEALERS; ADDING CONDITIONS REGARDING DESIGN AND CONSTRUCTION STANDARDS FOR OFF-STREET PARKING AREAS; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mayor Pro-Tern Moore introduced for consideration a public hearing and adoption of a Resolution, the caption was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY, FROM HIGH DENSITY RESIDENTIAL TO OFFICE AND PROFESSIONAL FOR LOTS 1 AND 2 OF THE VILLAGE AT SPRINGTOWN SUBDIVISION, HAYS COUNTY, TEXAS, AS RECORDED IN VOLUME 2, PAGE 297 OF THE HAYS COUNTY PLAT RECORDS, LOCATED IN THE 1200 BLOCK OF THORPE LANE AND DECLARING AN EFFECTIVE DATE. Mayor Pro-Tern Moore opened the public hearing and asked if anyone wanted to speak for or against the ordinance. There were no speakers. Mayor Pro-Tern Moore closed the public hearing. Mr. Moore asked Mary Martinez, Director of Planning, if his understanding that this request had come with Staff recommendation for approval and would help to eliminate an inconsistency in the land use pattern in the surrounding area was correct. Ms. Martinez stated that was correct. Mr. Guerra moved for adoption of the Resolution and Mr. Plummer seconded the motion which passed unanimously. Mayor Pro-Tern Moore opened a public hearing to provide information regarding the 1990 Texas Community Development Programs available through the Texas Department of Commerce, invited comments from the public regarding these programs as well as local housing and community development needs, and direction to Staff. Mayor Pro-Tern Moore asked if anyone wanted to speak for or against this issue. Ms. Martinez introduced Ms. Cloteal Haynes, a consultant who is assisting city staff in preparing the application.
