<br /> 80 <br />REGULAR ~1EETING JUNE 25, 1990 Page 3 <br />stated that Ms. Haynes was present to give them an overview of the <br />program and to answer any questions the Council might have. Ms. <br />Haynes add ressed the Council and informed them that they needed to <br />hold two public hearings. She stated that tonight's public hearing <br />would satisfy the first public hearing requirement and that prior <br />to submission of the grant application Council would have to authorize <br />the submission prior to the deadline of July 24, 1990. Ms. Haynes <br />gave the Council an overview of the Texas Department of Commerce's <br />new regulations. Mr. Moore asked if this was substantially the same <br />kind of proposal that the Council had reviewed with her last year. <br />Ms. Haynes stated that the Council might just want to focus on new <br />construction this year because there are some very effective programs <br />locally by non-profit organizations to address the renovation needs of <br />residents. Mr. Moore asked about local matching funds. Ms. Haynes <br />stated that it was not a requirement, but it might be helpful. Ms. <br />Haynes stated that as applicant the City would be responsible for <br />general administration of the grant and the City must contract with a <br />non-profit corporation only to do the work required. Mr. Ruben Garza, <br />Director of Souths ide Community Center addressed the Council in support <br />of the TCDP grant. Mr. Garza informed the Council that Southside <br />has about 830 out of state volunteers working to renovate homes in <br />the Victory Gardens/Dunbar area. Hays County Commissioner, \'Jayne <br />Ford representing Precinct 2 stated that he would encourage the <br />Council to support the program. Mr. Ford stated he could not <br />speak for the rest of the Commissioners but personally he would <br />support the County's involvement for a stronger application. Mr. Lupe <br />Cruz, Constable of Precinct 2 also spoke in support of the <br />program. Mr. Bill Henderson, Pastor for the First Methodist Church <br />gave his support to the program. Johnny Armstead, Dick Veroney, and <br />Ramona Rodriguez also asked the Council to support the program. Ms. <br />Martinez asked the Council to direct staff on what type of program the <br />Council wanted to ask for. Discussion ensued. By consenus the <br />Council agreed to direct staff to submit an application under the <br />Housing Development Fu nd, to solicit the support and assistance of <br />the County and the other persons who had extended their help and to ask <br />for the maximum funding. <br /> Mayor Pro-Tern Moore introduced for consideration the adoption <br />of an Ordinance on emergency, the caption was read as follows: <br /> AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, CALLING A BOND ELECTION TO BE HELD WITHIN SAID CITY; <br /> MAKING PROVISION FOR THE CONDUCT OF THE ELECTION; CONTAINING <br /> OTHER PROVISIONS INCIDENT AND RELATED TO THE PURPOSE OF THIS <br /> ORDINANCE; AND DECLARING AN EMERGENCY. <br />Mayor Pro-Tern Moore stated that the emergency was to facilitate <br />the necessary postings. Mr. Rick Fisher addressed the <br />Council and stated that this Ordinance called for the election to be <br />held on September 8, 1990. Mr. Plummer moved for adoption <br />of the Ordinance and Mr. Hart seconded the motion which passed <br />unanimously. <br /> Mayor Pro-Tern Moore introduced for consideration the adoption <br />of an Ordinance on emergency, the caption was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 <br /> FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR COMPUTER <br /> EQUIPMENT AND MOVING EXPENSES FOR THE LEGAL DEPARTMENT; AND <br /> DECLARING AN EMERGENCY. <br />~1r. Guerra moved for adoption of the ordinance and Mr. Hart seconded <br />the motion. Mr. Guerra asked Mr. Mark Taylor, City Attorney to explain <br />the emergency nature of the ordinance. Mr. Taylor stated that the <br />moving expenses portion of the ordinance was for accounting purposes <br />only because those funds had already been expended and that the <br />allocation of revenue to cover them is only to correct a line item <br />deficiency.
