Mr. Hart moved <br />for adoption of the Resolution and Mr. Plummer seconded the motion. <br />The Council unanimously voted for denial of the Resolution. <br />The Council then considered adoption of the Zoning Ordinance. Mr. <br />Hart moved for adoption of the Zoning Ordinance and Ms. Kissler <br />seconded the motion. The Council voted unanimously for denial of <br />the Ordinance. It was consensus of the Council to direct the waiver <br />of fees if Dr. Watson wants to pursue a different land use and <br />zoning designation and to expedite his process when legally <br />possible, and to address the concerns of the property owners and Dr. <br />Watson's needs. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON <br /> OCTOBER 1, 1990 AND ENDING ON SEPTEMBER 30, 1991, REPEALING ALL <br /> ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AUTHORIZING <br /> TRANSFERS OF FUNDS WITHIN DEPARTMENTS WITH THE APPROVAL OF THE <br /> CITY MANAGER; AND DECLARING AN EMERGENCY. <br />Mr. Plummer moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion. The Council discussed funding the proposed new <br />positions in the amount of $115,309 from General Fund. Mr. Gilley <br />stated he does not recommend reducing the budget to fund the new <br />positions and that it will take additional expense to retain the <br />same level of existing service. Mr. Plummer does not think we are <br />reducing the level of service. He stated morale should be good, as <br />raises have been provided the last three years. Mr. Moore expressed <br />concern in the rotation of the mid-management level. He stated it <br />is predictable that fuel, paper, electricity, etc. will be more <br />costly, and the City needs to follow the rise along with the costs. <br />The Mayor stated she wants the general fund proposed positions <br />($115,309) and part-time Municipal Court position to maintain <br />collections in the budget. She wants to see increases in fees, such <br />as recreation, animal shelter and false alarm calls. Messrs. Hart <br />and Hernandez stated Mr. Gilley has already been requested to see if <br />costs could be cut to provide for the new positions, and he has <br />advised the Council he could not cut costs further without reducing <br />services. Mr. Gilley stated it is his recommendation not to fund <br />the new positions if the City stays at the 59 cent tax rate. Mr. <br />Moore stated it would cost taxpayers an average of 6 cents per year <br />to fund the positions. Mr. Gilley stated Mr. Backus estimates there <br />will be an additional loss of $25 million next year, which will be a <br />loss of $149,000 for the City. Mr. Moore reminded the Council there <br />is a need to raise taxes rather than offset with fund balance for <br />purposes of bond ratings. Mr. Plummer expressed an interest in <br />adding the mandated positions with fund balance. Mr. Gilley stated <br />he would follow the wishes of the Council, and that he thinks he <br />provided the Council with the budget they directed him to prepare. <br />Ms. Kissler moved the Council fund the new positions in six months <br />from fund balance by budget amendment, including the half-time <br />municipal court position, police sergeant, police telecommunications <br />operator, administrative secretary for finance, senior accounting <br />clerk for finance, computer operator and records management position <br />and Mayor Morris seconded the motion.
