Docusign Envelope ID: DA4FA5BF-D9AF-4543-AD49-B8F98E2726F6 <br /> Appendix A-Basis of Design <br /> Section 1 <br /> Project Background <br /> 1.1 General <br /> The City of San Marcos ("the City")requests Statement of Qualifications from interested qualified <br /> Respondents to provide design and construction services of the new FM 1978 Water Reclamation <br /> Facility("the Facility"),in accordance with the terms and Scope of Services specified in the associated <br /> Request for Qualifications (RFQ).This will be accomplished through a progressive design-build <br /> project delivery method. <br /> Preliminary planning has identified to need for a phased approach to construction of the Facility with <br /> an initial phase capable of treating a permitted ADF of at least 2.0 MGD.The need for future <br /> expansions to the Facility are expected based on the anticipated construction of additional residential <br /> developments,and total build-out of the proposed Facility is expected to be capable of treating a <br /> permitted ADF of 8.0 MGD. <br /> This project involves a new site with no existing wastewater treatment capacity.Initial work outside <br /> of this project is being implemented by others to convey wastewater flows from areas planned for <br /> development to the proposed project site. <br /> 1.2 Project Drivers <br /> Ongoing residential development around the City of San Marcos is increasing the need for wastewater <br /> treatment services in the area southeast of the City.To address this need and provide a regional <br /> solution,the City has entered into a wastewater services and facilities cost sharing agreement <br /> (Agreement) with residential housing developers.This Agreement defines responsibilities for the City <br /> to construct and operate a regional facility to provide wastewater treatment services and for <br /> residential housing developers to construct wastewater infrastructure necessary to collect and convey <br /> flows to the regional facility.
