The <br /> Design-Builder should include the following with the Baseline Project Cost Model <br /> package: <br /> • Baseline Project Cost Model <br /> • Baseline Schedule <br /> • Draft Site Logistics Plan <br /> • Draft Construction Emergency Response Plan and Site Safety Plan <br /> • Draft Quality Management Plan that ensures conformance to the Contract <br /> Documents <br /> • Draft Environmental Management Plan detailing programs for a stormwater <br /> pollution prevention plan and handling other environmental issues (dust, on- <br /> site chemicals and fuel, etc.) if required to comply with permits and <br /> regulations applicable to the Project <br /> 2. Subsequent to submission of the Conceptual (Baseline) Cost Model, hold review <br /> workshops with Owner to review Design-Builder's observations and <br /> recommendations. Attendees include: project manager, engineering manager, <br /> preconstruction manager, lead estimator, and construction manager, along with <br /> any other necessary personnel. <br /> 3. In conjunction with the Owner's initial risk register, develop and maintain a <br /> Project risk register during Phase 1. Conduct regular project meetings with the <br /> Owner to update risks, mitigation activities, and potential cost and schedule <br /> impacts. Risk register shall be used to inform and develop appropriate and <br /> Project-specific contingency values throughout Phase 1 development. <br /> 4. Develop and submit an updated Cost Model at design milestones for Owner's <br /> formal evaluation and review as noted below: <br /> a. Conceptual Cost Model —based on the early concept design (PDR) <br /> including early identification of risk factors that could affect GMP <br /> development, construction schedule, permitting, package treatment design <br /> and construction and phasing of GMPs. Start identifying Items to Account <br /> for between Design Progression milestones. <br /> b. 30% Design-Build Cost Model—based on 30% design, including <br /> identification of construction phasing concepts that would result in <br /> schedule savings. Identify any material or equipment prepurchase and <br /> their cost(s). Identify risks and benefits associated with construction <br /> phasing concepts <br /> c. 60% Design-Build Cost Model <br /> 5. Develop and maintain a Design Trend Log and Cost Trend Log. These logs may <br /> be separate or combined with other decision logs based on the needs of the <br /> Project Team.
