Mr. Moore suggested a two-tier fee for under thirteen and <br />over thirteen or possibly a different amount, such as 75 cents <br />admission. Mr. Hernandez stated maybe a two-tier fee would be <br />acceptable with a student fee, senior citizen fee and adult fee. <br />Mr. Hernandez moved to amend the Ordinance for the swimming pool <br />admission to be $.50 under fourteen and $1.00 fifteen and above and <br />Mr. Moore seconded the motion, which passed unanimously. Mr. Cobb <br />stated in addition to the playground fee, there is a charge of <br />approximately $6.00 a week for total participation. The Council <br />voted unanimously for approval of the Ordinance on first reading. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING AND ALLOWING, UNDER THE ACT GOVERNING THE <br />TEXAS MUNICIPAL RETIREMENT SYSTEM, "UPDATED SERVICE CREDITS" IN <br />SAID SYSTEM FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH <br />SYSTEM WHO PRESENTLY ARE IN THE EMPLOYMENT OF THE CITY OF SAN <br />MARCOS; PROVIDING FOR INCREASED PRIOR AND CURRENT SERVICE <br />ANNUITIES FOR RETIREES AND BENEFICIARIES OF DECEASED RETIREES <br />OF THE CITY; REPEALING AND RESERVING FOR FUTURE USE SECTIONS <br />2-43 AND 2-44 OF THE SAN MARCOS CODE OF ORDINANCES; AND <br />ESTABLISHING AN EFFECTIVE DATE FOR SUCH ACTIONS. <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 16-1 OF THE CODE OF ORDINANCES BY <br />ESTABLISHING REQUIREMENTS FOR THE ERECTION OF FENCES WITHIN THE <br />CITY; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; <br />AND ESTABLISHING AN EFFECTIVE DATE. <br />Mr. Moore moved to approve the Ordinance on first reading and Ms. <br />Kissler seconded the motion. Mr. Plummer asked if the City has <br />always had a permit for fences. Mr. Gilley stated this is a new fee <br />to address violations of fence building. There is a need to educate <br />the public regarding fencing requirements. Mr. Plummer moved to <br />amend the Ordinance to require a permit fee for electric and barbed <br />wire fencing only and Mr. Hart seconded the motion. Ms. Martinez <br />advised the Council she thinks a permitting process will be helpful <br />to inform citizens of requirements, as there are many height <br />complaints on fencing. On roll call on the amendment, the following <br />vote was recorded: <br />AYE: Hart, Morris, Plummer. <br />NAY: Moore, Hernandez, Kissler. <br />ABSTAIN: None. <br />The motion failed. The Council then voted unanimously for approval <br />of the Ordinance on first reading. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX B OF THE SAN MARCOS CODE OF ORDINANCES <br />PERTAINING TO THE REGULATION OF SIGNS; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING <br />FOR PENALTIES; PROVIDING FOR PUBLICATION; AND PROVIDING AN <br />EFFECTIVE DATE. <br />
