Abandonment. on Page 4, to add "property owner" every place the word owner appears and Mr. Hernandez seconded the motion. On roll call the following vote was recorded: AYE: Moore Hernandez, Morris, Kissler. NAY: Hart, Guerra, Plummer. ABSTAIN: None. The motion passed. The Council then voted unanimously for adoption of the Ordinance as amended. Mayor Morris introduced for consideration correction of minutes of the Regular Meeting held Setpember 24, 1990, approval of the minutes of the Regular Meeting held October 22, 1990, approval of three Ordinances on second reading, adoption of two Ordinances on third and final reading, adoption of four Resolutions, and approval of street closures in connection with the Fourth Annual Sights and Sounds of Christmas: (1) San Antonio Street between LBJ and Guadalupe - (a) November 29 - 5:30-10:30 p.m.; (b) November 30 - 5:30-10:30 p.m.; (c) December 1 - 5:30-10:30 p.m.; (2) LBJ Street between San Antonio and Hopkins - (a) November 29 - 5:30-10:30 p.m.; (b) November 30 - 5:30-10:30 p.m.; (c) December 1 - 5:30-10:30 p.m.; (3) San Antonio Street between Blanco and Endicott - (a) November 30 - 6:30-9:30 p.m.; (b) December 1 - 6:30-9:30 p.m.; and (4) San Antonio Street Alley next to Devereaux's for restroom facilities (approved by Chief Dan O'Leary - access to building for fire fighting available by another route) - November 29 from 10:00 a.m. to December 2 at 10:00 a.m., by COl'lsensus. The Council requested Items 8.C.(1), 8.C. (2), 8.D. (2) and 8. E. (1) be removed from the consensus agenda. Mr. Hernandez moved for approval to the correction to the September 24, 1990 minutes of the Regular Meeting, for approval of the minutes of the Regular Meeting held October 22, 1990, for approval of the remaining Ordinance on second reading, adoption of the remaining Ordinance on third and final reading, adoption of the remaining three Resolutions and for the street closures by consensus and Mr. Moore seconded the motion, which passed unanimously. The captions of these Ordinances and Resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29 OF THE SAN MARCOS CODE OF ORDINANCES BY THE DELETION OF A STOP SIGN ON HUTCHISON STREET AT BLANCO STREET - EAST/WEST AND THE ADDITION OF A STOP SIGN ON BLANCO STREET AT HUTCHISON STREET - NORTHBOUND; THE DELETION OF THE PROHIBITION OF PARKING ON THE WEST SIDE OF BLANCO STREET BETWEEN HUTCHISON STREET AND BURLESON STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY AND ESTABLISHING AN EFFECTIVE DATE.
