The <br />City Council directed staff to look into the possibility of becoming <br />certificated in the Corridor area for future development. On roll <br />call the following vote was recorded: <br /> <br />AYE: Moore, Hernandez, Morris, Guerra, Kissler, Plummer. <br /> <br />NAY: Hart. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration Item 10.D.(5) removed from <br />the consensus agenda, adoption of a Resolution authorizing the <br />submission of a Grant Application to the Texas Department of Health <br />regarding an Interregional Solid Waste Reduction Planning Program. <br />Mayor Morris moved to table consideration of this matter, as no <br />Resolution or backup was provided and Mr. Guerra seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval to authorize the <br />sale of all or a portion of a city-owned lot in the 500 Block of <br />Georgia Street (South 60' of Lot 17, A. F. Weatherford Subdivision <br />No.2) to cure an inadvertent encroachment of a house constructed by <br />Southside Community Center on an adjacent lot. Mayor Morris moved <br />to approve the sell of a 9' x 239' portion of the City-owned lot to <br />Manuela Reyes and Mr. Guerra seconded the motion. Ruben Garza of <br />Souths ide stated two-thirds of the City's lot is in the floodplain. <br />The Council voted unanimously for approval of the sale. <br /> <br />Mayor Morris stated the Council would discuss Items 12.B, C, D, E <br />and F prior to 12.A. Mayor Morris introduced a discussion regarding <br />cable televising of meetings in the Council Chambers and direction <br />to Staff. Mr. Taylor advised the Council the purchase of equipment <br />would need to be done by the bidding process, and the Council <br />indicated the need to move forward on this matter. Mr. Gilley <br />stated the Staff would need to thoroughly evaluate and review our <br />equipment needs and technical requirements and get the Request for <br />Proposal back to the Council as soon as possible. Mr. Moore stated <br />the City of Round Rock has been televising their meetings for <br />approximately a year and we could probably benefit from their <br />experience. Mr. Moore also suggested Karnack could probably do a <br />market study to determine when the best time to air the meetings <br />would be. Mr. Gilley stated he would try to bring an RFP to the <br />Council for authorization within ninety days. <br /> <br />Mayor Morris introduced a discussion with Davìd Braun, the State <br />Director of Texas Nature Conservancy, regarding the purchase/value <br />of the Nature Conservancy property. Mayor Morris stated there were <br />delays due to the transition in the city's Legal Department. She <br />stated the City agreed to close in April, 1990 and then were <br />distressed to learn that there were gas tank& on the property. <br />Mayor Morris stated the City has been a partner in good faith <br />throughout the negotiations. Mr. Braun stated the removal of the <br />gas tanks is an expense to be borne by the City. Mr. Guerra stated <br />he is not in favor of the purchase of this property and clarified <br />that Mr. Braun was before the Council to ask for an additional <br />$50,000. Mr. Braun stated he wants to work with San Marcos, because <br />there is a need to protect this property and the Aquifer. Mr. Braun <br />stated the Nature Conservancy is an international non-profit <br />organization involved in land conservation. They have been in Texas <br />for 25 years and have been involved in the purchase of 250,000 <br />acres. They primarily work with Federal and State Governments <br />involving national and state parks. Mr. Braun stated this was an <br />excellent project to protect open-space along the River and that the <br />San Marcos River ranks highly in the State as an amenity for the <br />whole state. Mr. Braun also stated they were getting more actively <br />involved in protecting the Aquifer as well. He stated the Nature <br />Conservancy makes land available at less than market value to <br />governmental entities. He stated the Nature Conservancy first <br />offered the property to the City of San Marcos for $665,000 and that <br />we were not required to pay all up front. The Conservancy asks in <br />
