If they do not get <br />reimbursed their expenses, they would not be able to start up new <br />projects. He stated they had been successful with their programs <br />for many decades. Mr. Braun stated the Nature Conservancy has had <br />their professional and legal staff working on this project and a <br />professional appraisal completed to determine the value of the land. <br />He stated on August 31, 1989 the land was offered to the City for <br />$664,000, and the City was successful at getting a grant from Parks <br />and wildlife for $437,000. The Conservancy's expenses are now up to <br />$724,000. The City has offered $673,000 ($50,000 short of the <br />expenses of the Conservancy). Mr. Braun stated the Nature <br />Conservancy will agree to these terms but only under duress, but <br />they will not be able to help the City of San Marcos on any future <br />projects. Mr. Braun asked the City to please reconsider their <br />decision. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />advised the Council Kathy Carl would be City Manager for a Day on <br />Friday, November 30.. The Council was invited to join Ms. Carl for <br />lunch on thàt date. (2) Mr. Gilley stated the State Legislature <br />would be convening soon, and Staff was trying to set up a meeting <br />prior to them convening. The Council agreed to set up a Workshop on <br />December 10, 1990 at Noon to meet with our Legislators. (3) Mr. <br />Gilley advised the Council an error had been made, and that Susan <br />Day would continue serving on the civil Service Commission for <br />another year when her term will expire. (4) Mr. Gilley stated a <br />meeting was held with residents on Bluebonnet regarding a tow-away <br />zone and an agreement was reached to eliminate street parking with <br />90 days to correct the problem. He stated the lady with the <br />duplexes who had been before the Council would be unable to provide <br />off-street parking within the 90-day period. (5) Mr. Gilley <br />reported on the request from Studen~s of Owen Goodnight regarding <br />the Teen Club and Skateboard Park. The Parks Department has <br />prepared a proposal and will discuss it with the school in the near <br />future. Regarding the Skateboard Park, Mr. Gilley advised the <br />insurance carrier would require extremely strict staffing and <br />probably would not provide the insurance coverage. (6) Mr. Gilley <br />stated the new police cars recently purchased would arrive soon, and <br />that the City's standard colors are not available for Chevrolet <br />Caprices, and the new cars will be white. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br /> <br />Mayor Morris introduced the City Council's Report. Mayor Morris <br />stated Reverend Pat Spearman was inviting all the Council to the <br />Youth Prayer Breakfast on Saturday, December 1st ðñd that CBS News <br />would be at the Gazebo on Wednesday, November 28, 1990 at 8:45 a.m. <br />in connection therewith. <br /> <br />Mayor Morris returned to Item 12.A. on the Agenda, a discussion <br />regarding the Five-Year Capital Improvements P~ogram. Mr. Gilley <br />stated he is seeking direction from the Council if they are willing <br />to proceed with the plan, and an indication what the Council is <br />willing to do and discussion of the Police Headquarters and Library. <br />Mr. Gilley stated Staff could prepare for a bond sale in the first <br />quarter of 1991. One issue to resolve is a library site. If the <br />site is to be across from City Hall, the parkland restriction <br />would need to be removed by election of the citizens. The study of <br />a second floor at the present library could be paid for with bond <br />funds. Mayor Morris stated she is not in favor of Certificates of <br />Obligation for capital equipment. Chief Martin presented a slide <br />presentation and reviewed the attached information and alternatives <br />regarding Police Headquarters. It was consensus of Council to <br />prepare for a bond sale in early 1991. The parkland restriction <br />issue would need to be placed on the ballot and called for when the <br />City calls for the May Election in early February. Mr. Gilley will <br />provide the Council with a time frame to reach a decision on the <br />library issue, the cost of preliminary studies and alternative sites <br />for the library. <br />
