James moved to adopt the Resolution. <br />motion, which passed unanimously. <br /> <br />Mrs. Norris seconded the <br /> <br />The Mayor Pro-Tem introduced for consideration a Resolution approving an <br />agreement with San Marcos Consolidated Independent School District for <br />conduct of a joint election to be held Saturday, April 4, 1981, the caption <br />of which was read as follows: <br /> <br />A RESOLUTION OF 'THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A JOINT ELECTION AGREEMENT BETWEEN SAN MARCOS CONSOLIDATED <br />INDEPENDENT SCHOOL DISTRICT AND THE CITY OF SAN MARCOS PROVIDING FOR <br />THE JOINT ADMINISTRATION OF THE APRIL 4, 1981 ELECTION OF SCHOOL AND <br />MUNICIPAL OFFICERS AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME ON <br />BEHALF OF SAID CITY. <br /> <br />Mrs. Norris moved to adopt the Resolution. <br />which passed unanimously. <br /> <br />Mr. James seconded the motion, <br /> <br />The Mayor Pro-Tem introduced for consideration a Resolution declaring <br />a need for a right-turn only lane at the intersection of University <br />Drive and Sessom Drive, the caption of which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DECLARING THE NEED FOR A RIGHT-TURN ONLY LANE AT THE INTERSECTION <br />OF UNIVERSITY DRIVE AND SESSOM DRIVE; AUTHORIZING THE MAYOR TO REQUEST <br />THE DESIGNATION AND INSTALLATION OF SUCH LANE AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Brown moved to adopt the Resolution. <br />motion, which passed unanimously. <br /> <br />Mr. Cavazos seconded the <br /> <br />The Mayor Pro-Tem introduced for consideration a Resolution authorizing <br />final payment on Phase I and II of the Master Plan contract to Freese & <br />Nichols, Inc., the caption of which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE COMPLETION OF PHASE I AND PHASE II OF THE CONTRACT <br />FOR PROFESSIONAL SERVICES IN CONNECTION WITH THE REVIEW AND UPDATE <br />OF THE COMPREHENSIVE MASTER PLAN OF SAID CITY; AUTHORIZING FINAL <br />PAYMENT BY SAID CITY FOR SAID PHASES AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. James moved to adopt the Resolution. <br />motion, which passed unanimously. <br /> <br />Mr. Tarbutton seconded the <br /> <br />The Mayor Pro-Tem introduced for consideration a Resolution approving <br />Phase III Master Plan Update Contract, the caption of which was read <br />as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AMENDMENT NO.2 TO A CONTRACT FOR PLANNING SERVICES BETWEEN <br />SAID CITY AND FREESE AND NICHOLS, INC. OF AUSTIN, TEXAS FOR PRO- <br />FESSIONAL SERVICES IN CONNECTION WITH THE REVIEW AND UPDATE OF THE <br />COMPREHENSIVE MASTER PLAN AND DEVELOPMENT RELATED ORDINANCES AND <br />POLICIES OF SAID CITY; AUTHORIZING THE CITY MANAGER OF SAID CITY TO <br />EXECUTE SAID AMENDMENT AND DECLARING AN EFFECTIVE DATE. <br /> <br />The City Manager stated that $101,777 was the total spent on this contract <br />after approval of this amendment. Craig Farmer, from Freese & Nichols, <br />Inc., reviewed for Council what would be accomplished in Phase III. He <br />stated that a draft document would be the end result of this phase. Mr. <br />Stokes asked if City staff had done as much work on this project as first <br />anticipated. The City Manager stated that staff had done a lot of work, <br />but had many other projects going on at the same time. In order to keep <br />the Master Plan effort moving as quickly as possible, the staff has had <br />to depend on the consultant more than originally estimated. Mr. James <br />moved to adopt the Resolution. Mrs. Norris seconded the motion, which <br />passed unanimously. <br />
