<br />Regular Meeting <br /> <br />September 8, 2003 <br /> <br />81. <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 5.57 ACRE <br />TRACT OF PROPERTY LOCATED IN THE 100 BLOCK OF WONDER WORLD DRIVE, <br />FROM UC" COMMERCIAL DISTRICT TO UPDD" PLANNED DEVELOPMENT DISTRICT <br />(WITH BASE ZONING OF UC-2" HEAVY COMMERCIAL DISTRICT)¡ APPROVING A <br />LAND USE PLAN AND DEVELOPMENT STANDARDS¡ INCLUDING PROCEDURAL <br />PROVISIONS¡ AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Habingreither opened the public hearing. 1) Andrew Gary stated on <br />AuguE¡t 28, 2003, he provided the City with a letter, which included a <br />drawing of the proposed building and a zoning map of the area. He <br />reviewed the zoning map with the Council. He encouraged the Council to <br />support this project. 2) Brian McCoy, owner of McCoys Building Supply, <br />stated the first McCoy's in San Marcos opened in 1972. He stated he wants <br />to move the new facility into the City limits. He also stated the <br />Planning and Zoning Commission questioned the height of their proposed <br />store sign. He encouraged the Council to support this project. Mayor <br />Habingreither asked if anyone else wished to speak. No one did, so Mayor <br />Habingreither closed the public hearing. Ms. Narvaiz moved for adoption <br />of the Ordinance and Mr. Taylor seconded the motion. Ms. Narvaiz moved to <br />amend Part 4. Development Standards 4.11 to read. . The primary free- <br />standing sign on Wonder World Drive will be no higher than 35', or current <br />applicable height restriction. The primary free-standing sign located on <br />Stagecoach Road will be a 6'1" x 5' monument type sign constructed of <br />limestone rock, and Mr. Montoya seconded the motion. Mr. Mihalkanin <br />inquired as to the C-2 Zoning requirements. Carol Barrett, Director of <br />Planning and Development Services, stated C-2 Zoning allows for billboard <br />heights to be no higher than 35 feet. Mr. Taylor inquired as to the <br />tallest part of the proposed building. Dick Perrone, Construction <br />Manager, stated the tallest part of the building is 32 feet. The Council <br />then voted unanimously for the amendment. The Council then voted <br />unanimously for adoption of the Zoning Ordinance. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />GRANTING A SPECIFIC USE PERMIT TO JOHNNIE L. GREENWOOD AND ANNIE M. <br />GREENWOOD FOR A MOBILE HOME AT 508 CENTRE STREET¡ AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Habingreither opened the public hearing. 1) Rodney VanOuderkerke <br />stated he is the Chair of the Historic Preservation Commission. He also <br />stated Dunbar is a part of the Historical District. He advised the <br />Council there are two stuctures on this property, and the front structure <br />is historical and should not be demolished. 2) Annie Greenwood stated she <br />is the owner of the property at 508 Centre Street. She also stated she is <br />speaking on behalf of her son, Ralph Greenwood, who resides in the mobile <br />home, which is on the back half of the property. She stated her son is <br />
