She encouraged the <br />Council to consider granting the Specific Use Permit to allow for the <br />mobile home to stay on the property. 3) Ollie Giles stated she is the <br />Dunbar Historic District representative. She stated the neighborhood has <br />requested that no more mobile homes be placed in the neighborhood. She <br />also stated this neighborhood was never zoned for mobile homes and <br />encouraged the Council to deny this request. 4) Amy Kirwin stated she is <br />a resident of the Dunbar Historic District. She encouraged the Council to <br />deny this SUP. She stated this property has 2 residents on it. 5) Ralph <br />Greenwood stated he resides at 508 Centre Street. He stated he would like <br />to replace his mobile home with another mobile home, but the Planning and <br />Zoning Commission has denied his request. He encouraged the Council to <br />give him 6 months to allow him to either move his mobile home or redo the <br />historic structure. He stated he cannot meet the restrictions due to time <br />and finances. Mayor Habingreither asked if anyone else wished to speak. <br />No one else did, so Mayor Habingreither closed the public hearing. Mr. <br />Mihalkanin moved for adoption of the Resolution and Mr. Montoya seconded <br />the motion. Mr. O'Leary stated the Greenwoods placed the mobile home on <br />the property prior to 1984. In 1984 the Zoning Ordinance was changed to <br />only allow mobile homes and manufactured homes in certain districts. The <br />owners of these mobile homes were given six months to apply for a Specific <br />Use Permit (SUP) to confirm their grandfathered status. He stated these <br />SUPs periodically come up for renewal, and depending on the condition of <br />the home and property, the Planning and Zoning Commission makes a <br />determination on the renewal of the permit. He stated several SUPs have <br />been granted for the Greenwoods, and the most recent SUP extension was in <br />January, 1998, for five years. He stated this mobile home is located <br />behind a substandard structure, which is currently being used for storage. <br />He also stated Staff has been working with the Greenwoods and trying to <br />find other options. Carol Barrett, Director of Planning and Development <br />Services, stated Staff has met with the Greenwoods regarding the placement <br />of a permanent home on this site. She stated this property is not zoned <br />to allow for a new mobile home. Ms. Narvaiz inquired whether Habitat for <br />Humanity has been contacted. Ms. Barrett stated there is a problem with <br />the ownership of the property, which does not allow for Habitat for <br />Humanity to provide help. Mr. Diaz inquired as to the status to the house <br />on the front of the property. Ms. Barrett stated the front house is <br />currently being used for storage and is in bad shape. She stated Staff <br />has contacted Contractors whom have estimated the repairs at $80,000.00 to <br />$90,000.00. Mr. Thomaides stated this is a difficult decision to make. <br />He stated he is concerned about the condition of the property, which is <br />affecting the property value of the neighbors. Mr. Mihalkanin stated he <br />agrees with Mr. Thomaides regarding a difficult decision. He stated he <br />feels the neighborhood should work together to develop a more realistic <br />expectation of property values. Mayor Habingreither stated he is <br />concerned with putting someone out on the street. Ms. Narvaiz stated she <br />agrees this is a difficult issue. She stated she feels the Council <br />Members are the custodians of the City Ordinances. She stated whatever <br />the Council chooses to do with this property will affect the neighborhood. <br />Mr. Taylor stated since 1984 this mobile home was temporarily placed on <br />
