<br />84. <br />Regular Meeting <br /> <br />September 8, 2003 <br /> <br />page 6 <br /> <br />Ms. Narvaiz moved for adoption of the Ordinance on emergency and Mr. <br />Thomaides seconded the motion. The Council voted unanimously for adoption <br />of the Ordinance on emergency. <br /> <br />Mayor Habingreither introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2003 <br />AND ENDING ON SEPTEMBER 30, 2004¡ AUTHORIZING CERTAIN ADJUSTMENTS TO <br />THE BUDGET WITH THE APPROVAL OF THE CITY MANAGER¡ APPROVING FISCAL <br />YEAR 2003-2004 CAPITAL IMPROVEMENTS PROGRAM PROJECTS¡ INCLUDING <br />PROCEDURAL PROVISIONS¡ AND DECLARING AN EMERGENCY. <br /> <br />Mr. Montoya moved for adoption of the Ordinance on emergency and Ms. <br />Narvaiz seconded the motion. Mr. O'Leary stated the fiscal year 2003- <br />2004 budget is $1.9 million less than last year. He reviewed the Revenue <br />Decreases, Revenue Increase, Expenditure Decreases and Expenditure <br />Increases. The Council then voted unanimously for adoption of the <br />Ordinance on emergency. <br /> <br />Mayor Habingreither introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />&~ENDING THE 2002-2003 CITY BUDGET TO PROVIDE FUNDING FOR EMERGENCY <br />REPAIR OF A MANHOLE AT THE MAIN LIFT STATION¡ AND DECLARING AN <br />EMERGENCY. <br /> <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency and Mr. <br />Montoya seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE CONVEYANCE OF A 14,400 SQUARE FOOT TRACT OF REAL <br />PROPERTY LOCATED OFF OF VALLEY VIEW WEST ROAD TO THE UNITED STATES <br />FEDERAL AVIATION ADMINISTRATION¡ AUTHORIZING THE CITY MANAGER TO <br />EXECUTE A SPECIAL WARRANTY DEED; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Thomaides seconded the motion. Mr. O'Leary stated this property was <br />originally leased from the McCoy family, and the City subleased this <br />property to the Federal Aviation Administration. Recently this lease and <br />sub-lease came up for renewal and the McCoy family offered to donate the <br />property to the City, so the City in turn could donate the property to the <br />Federal Aviation Administration. He stated this Ordinance would allow the <br />City to complete the conveyance of the property to the Federal Aviation <br />
