The Council voted unanimously for adoption of the Ordinance on emergency. Mayor Habingreither introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2003 AND ENDING ON SEPTEMBER 30, 2004¡ AUTHORIZING CERTAIN ADJUSTMENTS TO THE BUDGET WITH THE APPROVAL OF THE CITY MANAGER¡ APPROVING FISCAL YEAR 2003-2004 CAPITAL IMPROVEMENTS PROGRAM PROJECTS¡ INCLUDING PROCEDURAL PROVISIONS¡ AND DECLARING AN EMERGENCY. Mr. Montoya moved for adoption of the Ordinance on emergency and Ms. Narvaiz seconded the motion. Mr. O'Leary stated the fiscal year 2003- 2004 budget is $1.9 million less than last year. He reviewed the Revenue Decreases, Revenue Increase, Expenditure Decreases and Expenditure Increases. The Council then voted unanimously for adoption of the Ordinance on emergency. Mayor Habingreither introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, &~ENDING THE 2002-2003 CITY BUDGET TO PROVIDE FUNDING FOR EMERGENCY REPAIR OF A MANHOLE AT THE MAIN LIFT STATION¡ AND DECLARING AN EMERGENCY. Mr. Mihalkanin moved for adoption of the Ordinance on emergency and Mr. Montoya seconded the motion, which passed unanimously. Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE CONVEYANCE OF A 14,400 SQUARE FOOT TRACT OF REAL PROPERTY LOCATED OFF OF VALLEY VIEW WEST ROAD TO THE UNITED STATES FEDERAL AVIATION ADMINISTRATION¡ AUTHORIZING THE CITY MANAGER TO EXECUTE A SPECIAL WARRANTY DEED; AND PROVIDING AN EFFECTIVE DATE. Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. Thomaides seconded the motion. Mr. O'Leary stated this property was originally leased from the McCoy family, and the City subleased this property to the Federal Aviation Administration. Recently this lease and sub-lease came up for renewal and the McCoy family offered to donate the property to the City, so the City in turn could donate the property to the Federal Aviation Administration. He stated this Ordinance would allow the City to complete the conveyance of the property to the Federal Aviation
