8. Construction Board of Adjustments and Appeals- No change. • <br />The Construction Board of Adjustments and Appeals is comprised of seven (7) regular <br />and two (2) alternate members. The board is charged with hearing citizen or contractor <br />appeals when a decision has been made by the City Building Official regarding <br />construction issues and building code interpretation. The board may grant variances to <br />code requirements in the public interest and both regular and alternate members must be <br />skilled members of the building industry, such as design professionals, contractors and <br />builders. <br />9. Convention and Visitors Bureau (CVB) Board- No change. <br />The Convention and Visitors Bureau has ten (10) members and meets monthly to provide <br />direction for the CVB and the expenditure of Hotel -Motel Tax funds. The CVB oversees <br />marketing, tourism, promotion of events, tourist attractions and hotel tax issues. The <br />board provides oversight of the City's contract with the San Marcos Area Chamber of <br />Commerce to administer the tourism promotion program. <br />Recommendation: No change to overall structure, except to continue with changes <br />recently implemented by the City Council which expands the CVB's purview to include <br />cultural arts and heritage tourism promotion services. These services were previously <br />provided by the Minority Tourism Board. • <br />10. Drainage Advisory Board- Retire. <br />The Drainage Advisory Board was converted to a staff board during the 2001 Sunset <br />Commission review (formerly called the Citizen Review Commission). <br />Recommendation: The Board only meets to evaluate applications for drainage utility <br />credits. To date, the board has not received any applications; therefore, the Commission <br />suggests that the Board is no longer needed. If any cases come up, they can be referred to <br />the Planning and Zoning Commission for review and disposition. <br />11. Economic Development San Marcos Board- No change. <br />The Board is composed of thirteen (13) members and provides oversight for the City's <br />economic development activities. The ordinance that establishes the Board authorizes <br />the Board to create ad -hoc subcommittees that include other community members to <br />assist in the economic development efforts of the City, to work on specific areas of <br />economic development or on specific economic development projects. <br />• <br />ii <br />
