• 12. Ethics Review Commission- No change. <br />The seven — member (7) Ethics Review Commission is established by the City Charter to <br />provide advisory opinions on ethics issues, review financial disclosures, hear complaints <br />of ethical improprieties, and recommend changes in the City's Ethics Ordinance. <br />Recommendation: The Ethics Review Commission has expressed the need for more <br />specific direction as to their purpose and function. It is recommended that the City <br />Manager and City Attorney meet with the Commission and report to the City Council <br />with findings and recommendations as to changes or clarifications that may be necessary. <br />13. Historic Preservation Commission- No change. <br />This Commission has seven (7) members who are charged with promoting the historic <br />integrity and approving the appropriateness of architectural changes within the four <br />Historical Districts. The Commission meets monthly. The Commission continues to play <br />a vital role in the efforts toward historic preservation in San Marcos. <br />14. Housing Authority Board- Mandated. No change. <br />The five - member (5) Housing Authority Board is required by the federal government for <br />San Marcos to participate in the public housing program sponsored by the Department of <br />• Housing and Urban Development (HUD). The role of this board is defined by the Texas <br />Local Government Code. The Board makes decisions regarding budgets, contracts, <br />policies, and operations relating to the Housing Authority. <br />15. Human Services Advisory Board- No change. <br />The seven - member (7) Human Services Advisory Board develops and enhances human <br />services in San Marcos by making recommendations to Council regarding funding <br />allocations for social service agencies. The board reviews quarterly reports from agencies <br />and evaluated applications for social service grants form the City of San Marcos. The <br />Board reviews and visits agencies, then submits recommendations for funding as part of <br />the City's budget process. The Board meets on a monthly basis, but most of their duties <br />revolve around the social services budget development process and the public service <br />Community Development Block Grant (CDBG) allocation. <br />16. Library Board- No change. <br />The Library Board has seven (7) members who advise the City Council on the continued <br />development and enhancement of the San Marcos Public Library. The Board reviews <br />• and adopts library policies, reviews programs, projects, statistics, and budget documents. <br />12 <br />
