17. Main Street Advisory Board- No change. • <br />The Main Street Board has fifteen (15) members who advise and recommend goals and <br />priorities for the Main Street Program. Members deal with issues affecting downtown, <br />such as design, economic development, beautification, revitalization, security, parking, <br />planning and implementation of promotions and events. The Main Advisory Board <br />receives praise for their efficiency and effectiveness in providing recommendations <br />regarding relevant issues relating to San Marcos' historic downtown. <br />18. Minority Tourism Development Board- Retire. <br />The Minority Tourism Development Advisory Board is composed of seven (7) members <br />who advise and provide oversight for the expenditure of Hotel Occupancy Tax funds to <br />be used for promotion of minority tourism in San Marcos. The members are appointed <br />to staggered 3 -year terms. <br />Recommendation: The Commission recommends that this Board be retired due to the <br />City Council's decision to no longer fund the Board. The Commission strongly suggests <br />the City Council develop a mechanism to better meet the needs of the City's diverse <br />population and ensure equity and access for all citizens of San Marcos. <br />19. Parks and Recreation Board- No change. • <br />The nine- member (9) Parks and Recreation Board advises and recommends to the City <br />Council in matters regarding acquisition, development, improvement, equipment and <br />maintenance for all City —owned parks, playground and facilities. In addition, the Board <br />reviews and recommends fee changes as well as reviews and updates the Parks and <br />Open Space Master Plan. <br />Recommendation: No Change to overall structure. The Commission does, however, <br />recommend retiring the Beautification Commission and forming an advisory committee <br />for the Keep San Marcos Beautiful program. The task force should report to the Parks <br />and Recreation Board. <br />20. Planning and Zoning Commission- Mandated. No change. <br />The Planning and Zoning Commission has nine (9) members and is intended to ensure <br />planned and purposeful development of the City of San Marcos and its extraterritorial <br />jurisdiction to protect natural resources and neighborhoods as well as to enforce state <br />statutes and local ordinances.
