a) A program for a mix of appropriate uses delineating type, timing and character of <br />development; <br />b) Opportunity sites for redevelopment and required public participation; <br />c) A mix of recommended businesses (retail and service, office, and industry clusters <br />and land needs); <br />c) Requirements for successful implementation of the SmartCode; <br />d) Recommended actions, organization and roles; <br />e) Suggestions for entertainment, retail/service and commercial centers; <br />f) Appropriate public/private partnerships; and <br />g) Financing resources and strategies. <br />1. 1.5 Provide the following deliverables for this Phase of work: <br />a) Approved Work Plan; <br />b) Branded Interactive Website; <br />c) Press Relations Materials; <br />d) Email Campaign; <br />e) Public Input Workshop consisting of 2 days of meetings with City staff, stakeholder <br />groups, Planning and Zoning Commission members and City Council; <br />f) Preliminary Market Analysis. <br />1.2 PHASE 2 -CHARETTE <br />The Consultant will: <br />1.2.1 During the Charrette, provide three planners, a charrette coordinator/design staff, client <br />marketing services director, public relations specialist, illustrator, and transportation planner to <br />assist the City in developing the SmartCode and regulating plan for the downtown and corridor <br />areas of San Marcos, plus the optional overlay. <br />1.2.2 Conduct a four-day Charrette in San Marcos in a facility to be provided by the City for <br />which the Consultant will prepare and deliver public presentations for a series of stakeholder and <br />public meetings with City and government officials, community organizations, businesses, and <br />residents. Stakeholders, in addition to the City, may include all levels of government, <br />neighborhood and community organizations, and property and business owners. As part of the <br />Charrette, the Consultant will include a combination of public participation and design meetings <br />including, but not limited to design studio sessions, site visits, lectures, "pin-up" presentations, <br />group and individual stakeholder interviews, and open house meetings. During this Charrette the <br />Consultant will work diligently to facilitate stakeholder consensus regarding the approval of a <br />financially feasible and politically plausible land use and development ordinance in keeping with <br />the vision for San Marcos established in the recent San Marcos downtown masterplan. <br />PlaceMakers, LLC Agreement <br />4
