1.2.3 On day one, conduct a meeting with City staff and a meeting with elected officials. The <br />Consultant will include the review of all base material, including GIS analysis of Synoptic <br />Survey sites, and assessment of confirmed stakeholder meetings with City staff. In coordination <br />with City staff, the Consultant will tour all synoptic survey sites, review the photo survey and <br />review the synoptic survey and equivalency tables that the City staff produced under Phase 1. <br />1.2.4 On day two, begin with meetings in the morning with selected stakeholders, including <br />potential developers interested in the Project. Discuss base metrics including densities, setbacks, <br />thoroughfare standards, and architectural standards to determine how they are appropriate to the <br />local market. The City will submit any existing plans for the Consultant's quick review for <br />potential compliance. In the afternoon the Consultant and the City will begin to calibrate the <br />metrics of the SmartCode based upon meetings and the Synoptic Survey. The Charrette process <br />will provide a majority of the SmartCode calibration as follows: <br />a) Articles 1, 2, 3, 4 and 5 for legal empowerment and compliance, greenfill and infill <br />development, and building scale development as well as Articles 6, Tables, and 7, <br />Definitions. The legal criteria shall be defined as mandatory for the specific plan <br />areas; <br />b) Architectural Standards; <br />c) Landscape Standards; <br />d) Thoroughfare Standards; <br />e) Public Frontage Types; <br />f) Private Frontage Types, including any new local types; <br />g) Building Configuration; <br />h) Building Disposition; <br />i) Building Function; <br />j) Civic Spaces, including any new local types; <br />k) Table 14, Summary Table; and <br />1) Table 15A-D, Form-Based Code Graphics. <br />1.2.5 On day three, continue the calibration of the SmartCode, including coordination and <br />confirmation of key metrics with City staff. In addition, complete a preliminary Table 14 for <br />review by City staff and any key stakeholders selected by the City. <br />1.2.6 On day four, complete the SmartCode draft. <br />1.2.7 Continue the maintenance of the Charrette web site and use it to frame the issues brought <br />up in the stakeholder meetings on a daily basis during the Charrette. The Consultant will publish <br />daily events in small feature stories, articulating the tangible outcomes of each day's events. The <br />Consultant will invite and coordinate online commentary from the San Marcos community. <br />1.2.8 Complete all work included in Phase 1, Pre-Charrette and in Phase 2, Charrette no later <br />than April 9, 2010, or on an alternate date as mutually agreed to by the City and the Consultant. <br />PlaceNtakers, LLC Agreement <br />5
