1.2.7 Construct salary structures by exempt and non-exempt categories as defined by the Fair <br />Labor Standards Act. Additionally the Consultant will identify each job as exempt or non- <br />exempt under the Fair Labor Standards Act, and, if exempt, the type of exemption will be noted. <br />1.2.8 Provide the City with compensation strategies. Assist the City in developing qualified <br />employees, providing for employee advancement and providing a career development for <br />succession planning. <br />1.2.9 Develop and train City staff on the continued use of a method for classifying new <br />positions, reclassifications of existing positions as job responsibilities evolve as well as develop <br />a non-proprietary classification system for the City's use after the study is completed. <br />1.3 PHASE 2 -COMPENSATION SYSTEM <br />The Consultant will: <br />1.3.1 Recommend a strategy and methodology for a compensation survey and study acceptable <br />to the City. <br />1.3.2 Identify sources of market study data that are appropriate and reliable. Identify and <br />recommend survey cities for the City's approval. <br />1.3.3 Work with the City to develop a list of benchmark positions to be used in the data <br />analysis. The Consultant will also ensure that comparable positions can be matched in the <br />market and defined in a way to make a good job match. <br />1.3.4 Develop externally competitive and internally equitable salary recommendations for all <br />positions for review and approval by the City. In addition, the Consultant will work with City <br />staff to develop funding projections and alternatives. <br />1.3.5 Provide a recommendation for maintenance of the classification and compensation <br />system including upcoming increases in the federal minimum wage and pay for performance for <br />non-civil service employees. <br />1.3.6 Update the performance evaluation system as an ongoing component of the compensation <br />system. Assist the City in identifying a computerized method for conducting performance <br />evaluations to include an updated computerized application with distributed workflow and <br />system approvals. <br />1.3.7 Provide all deliverables to the City in MS Word/Excel and hard copy format. <br />1.4 ADDITIONAL SERVICES/CHANGE IN SERVICES <br />1.4.1 Although not anticipated at this time, the City may direct the Consultant to perform <br />services outside of the scope of the Basic Services described in Sections l .l through 1.3 above. <br />3 <br />
