Consider appointment of City Manager Rick Menchaca to the Tax <br />Increment Reinvestment Zone (TIRZ) Two and TIRZ Three Boards. <br />20. Consider approval of the City's Quarterly Financial Report (QFR) for <br />quarter ending March 31, 2008. <br />21. Consider approval of the Quarterly Investment Report for quarter ending <br />March 31, 2008. <br />22. Consider authorizing the use of continency funds in the Electric Fund <br />account for a low power radio station. <br />23. Consider resection of all bids for a Cable Puller for San Marcos Electric <br />Utilities. <br />24. Consider setting budget workshops for August 7 and August 14, and a <br />Special Meeting on August 21 for the Public Hearing for Tax Rate. <br />MOTION: Upon a motion made by Councilmember Jones and a second by <br />Councilmember Couch, the City Council voted seven (7) for and none (0) opposed, to <br />approve the Consent Agenda, less iteml7. The motion carried unanimously. <br />(17) MOTION: Upon a motion made by Councilmember Guerrero and a second by <br />Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, <br />to adoption the Resolution 2008-74R. The motion carried unanimously. <br />END OF CONSENT AGENDA. <br />25. Consideration on appointments to fill the vacancies on: <br />Beautification Commission: Melody R. Baker (citizen position) and Susanna Schwartz <br />(landscape design position) were appointed. <br />Human Service Advisory Board: David R. Ross (citizen position) was appointed. <br />26.
