She requested this appointment be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration three appointments to the <br />Convention and Visitors Bureau Board. Mr. Mihalkanin moved to appoint <br />William Ford as the City Parks and Recreation Department Staff <br />representative, which passed unanimously. The remaining appointments will <br />be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and of <br />adoption of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING THE FOLLOWING <br />TRACTS OF PROPERTY IN THE AREA BORDERED BY STATE HIGHWAY 123, OLD <br />BASTROP HIGHWAY, AND REDWOOD ROAD: ZONING A 12.904 ACRE TRACT OF <br />PROPERTY AS "DPR-2" TWO-FAMILY RESTRICTED DWELLING DISTRICT (LOW <br />DENSITY); ZONING A 16.086 ACRE TRACT AS "R-1" SINGLE-FAMILY DWELLING <br />DISTRICT (LOW DENSITY); ZONING A 43.807 ACRE TRACT AS "R-2" SINGLE- <br />FAMILY DWELLING DISTRICT (LOW DENSITY); ZONING A 15.216 ACRE TRACT AS <br />"C" COMMERCIAL DISTRICT; ZONING A 3.541 ACRE TRACT AS "C" COMMERICAL <br />DISTRICT; ZONING A 29.814 ACRE TRACT AS "MF-3" MULTI-FAMILY DISTRICT <br />(HIGH DENSITY); ZONING A 38.299 ACRE TRACT AS "P" PUBLIC AND <br />INSTITUTIONAL DISTRICT; AND ZONING A 12.860 ACRE TRACT AS "MF-2" <br />~JLTI-FAMILY DISTRICT (MEDIUM DENSITY); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Habingreither closed the public hearing. <br />Ms. Narvaiz moved for adoption of the Zoning Ordinance and Mr. Thomaides <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2003-2004 CITY BUDGET TO PROVIDE FUNDING FOR SPECIAL <br />ECONOMIC DEVELOPMENT PROJECTS; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Narvaiz moved for adoption of the Ordinance on emergency and Mr. <br />Taylor seconded the motion. Mr. Thomaides stated he is concerned with <br />this requested change to the Special Economic Development Projects from <br />$20,000 to $100,000. He inquired if this Ordinance is approved, will the <br />Council still be able to decide on how this money is spent. Mr. O'Leary <br />stated the purpose of this Ordinance is to put the funding in place. He <br />stated Council may suggest the Economic Development person to come up <br />with a illarket plan subject to Council's approval. Mr. Mihalkanin stated <br />
