Mr. O'Leary stated he will not spend any money from this account without the Council's approval. Mayor Habingreither stated this budget special increase from $20,000 to $100,000 was to budget adequate funding for economic development projects. The Council then voted unanimously for adoption of the Ordinance on emergency. Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CITY CODE SECTION 2.481 TO INCREASE THE FEE FOR BIRTH AND DEATH CERTIFICATES BY ADDING A RECORDS PRESERVATION FEE; AND INCLUDING PROCEDURAL PROVISIONS. Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. Taylor seconded the rnotion, which passed unanimously. Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS I AMENDING CHAPTER 34, ENVIRONMENT, OF THE CITY CODE TO ADD SECTION 34.105 REGULATING CHARITABLE SOLICITATION ON PUBLIC STREETS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. Taylor seconded the motion. Mr. O'Leary stated the Council requested some amendments to this Ordinance to allow persons to solicit for charitable contributions in a roadway. He stated the conditions for groups requesting to solicit are 1) a charity recognized by the IRS, 2) permitted by the police department, 3) one permit will be issued in the City for any given day, 4)provide proof of general liability, 5) safety requirements such as location restrictions, participants must wear reflective vests and traffic cones are placed in advance of the intersection and 6) registration of all persons soliciting, with no one under 18 allowed to solicit. Mr. Taylor moved to amend Section 34.105(c) (2) (B) the first two sentences to read, Written proof of liability insurance in the amount of at least $500,000.00 per occurrence. The insurance must not have a deductible in excess of $250.00 per occurrence; and Mr. Mihalkanin seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Habingreither introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF DISANNEXING FROM THE CITY A TRACT OF OR LESS, LOCATED IN THE VICINITY SECTIONS 1, 2 AND 3, LAUREL ESTATES, SUBDIVISIONS; INCLUDING PROCEDURAL EFFECTIVE DATE. THE CITY OF SAN MARCOS, TEXAS, LAND CONTAINING 393 ACRES, MORE OF THE WILLOW CREEK ESTATES, TURKEY HOLLOW AND QUARRY SPRINGS PROVISIONS; AND DECLARING AN
