• provides for other options <br />4.04. Environmental. The Property Owner shall comply with all federal, state and <br />local storm water discharge registration, notification, monitoring and construction runoff <br />protection requirements and required erosion /sedimentation controls. With regard to <br />storm water drainage, the project shall not cause the run off of storm water drainage in <br />flows that are in excess of the existing flows off the Property in its present condition. <br />Water quality treatment for the proposed site will be designed to remove approximately <br />85% of the on -site TSS pollutant loads which is in excess of the City of San Marcos <br />requirements. This project reserves the ability to participate in a water quality treatment <br />fee -in -lieu of program, should one become available prior to site development. In <br />addition the project will incorporate the following sustainable features: <br />a. Reduce impervious cover by creating landscape pockets. This property is <br />nearly 100% impervious as of today. This project will create landscape <br />pockets that will reduce the impervious cover to 88 %. <br />Permitted Impervious Cover <br />Proposed Impervious Cover <br />80% impervious cover permitted by LDC. <br />88% impervious cover proposed. Property is <br />currently approximately 100% impervious <br />cover. <br />b. Water runoff filtration will be achieved through the use of a landscape <br />bioswale and /or a bioretention water quality treatment facility on the property. <br />• A common definition of a bioswale is as follows: <br />Bioswa /es are landscape elements designed to remove silt and pollution <br />from surface runoff water. They consist of a swaled drainage course with <br />gently sloped sides (less than six percent) and filled with vegetation, <br />compost and /or riprap. The water's flow path, along with the wide and <br />shallow ditch, is designed to maximize the time water spends in the swale, <br />which aids the trapping of pollutants and silt... A common application is <br />around parking lots, where substantial automotive pollution is collected by <br />the paving and then flushed by rain. The bioswale, or other type of <br />biofilter, wraps around the parking lot and treats the runoff before <br />releasing it to the watershed or storm sewer. <br />c. Reduce energy consumption through the use of passive solar design. <br />d. As required by the City code, reduce the amount of water consumption <br />through the use of native plants that require less irrigation. <br />e. Reduced Heat - Island effect by reducing the amount of asphalt, maximizing <br />the landscape mass, and providing shade to highly reflective materials. <br />f.
