Section 6 Plan for the Installation of Markers to Protect Pipelines and <br />Appurtenances which are Vulnerable to Vehicles and other <br />Hazards <br />The City staff will review the current procedures in use to mark and protect pipelines. An analysis <br />of incidents will be undertaken that will include location, type of work that was being undertaken, <br />equipment that caused the incident, safeguards that failed, etc. Upon a review of the incidents, any <br />common risk factors will be identified. A query of the GIS system will be undertaken to identity <br />those critical sewers that are potentially at risk. Identification of at risk assets will be documented <br />and marking systems evaluated and implemented. Pipeline markers identify the general area where <br />pipelines run and show the City name and phone number. Markers indicate the general, but not <br />exact, location of a pipeline. Not all pipelines follow a straight path between two markers and the <br />markers don't indicate how deep the lines are buried. <br />Section 7 Plan for the Testing, Repair, or Rehabilitation of Collection <br />Lines that are a Source of Infiltration and Inflow <br />The City has a continuing Sewer System Evaluation Study (SSES) program to identify sources of <br />infiltration/inflow and deterioration requiring repairs. Two basins were evaluated approximately <br />five years ago that generated approximately $800,000 in needed improvements. The City budgeted a <br />total of $1.4 million during fiscal years 2006, 2007 and 2008 for SSES within the collection system. <br />SSES projects are outsourced to consulting engineers who specialize in these evaluations and <br />include dye flooding, smoke testing, manhole inspection, CCTV and rehabilitation recommendations <br />• with estimated costs. Flow monitoring was undertaken in association with the 2005 Master Plan and <br />included a comprehensive Infiltration/Inflow Analysis of dry and wet weather flows. Below are <br />collection system basins identified for future SSES in the proposed order of occurrence. <br />Basin <br />1. GS 14 with portions of GS 10, GS 12, GS 13, GS 19, GS21 <br />2. GS3, GS6, GS 17, GS22 <br />3. GS11, remaining portions of GS19, GS21, part of GS2 <br />4. GS2 <br />5. GS 1 <br />6. GS13 <br />7. GS10 <br />Portions of the collection system above the Edwards Aquifer Recharge Zone are required to be <br />inspected every five years. As such, these pipelines are on a 5 year cycle of inspection and <br />rehabilitation. Other portions of the collection system will be evaluated based on prioritization of <br />rainfall induced infiltration inflow. This intensive I/I program will be re-evaluated in 2008. The <br />initial plan is summarized in the following project approach: <br />Infiltration/Inflow Abatement Plan <br />The following represents a proposed project approach. Tasks include: <br />1. Temporary Flow Monitoring (performed in 2005 Master Plan) <br />2. Manhole Inspection <br />3. Smoke Testing <br />
