k) Provide a drawing showing data outlined above on 11" x 17" sheet size at a scale <br />of 1"=20' and as a MicroStation V8 file. Data shall include 2d topographic file, <br />3D digital terrain model file and TIN and an ASCII point list of all survey points. <br />Environmental Studies <br />1.3.11 Conduct environmental studies and prepare technical letter reports covering threatened <br />and endangered species, waters of the U.S., and cultural resources. The environmental services <br />to include: <br />a) Provide a determination of state and federal listed species likely affected by the <br />proposed action. During field investigations, make an assessment of the <br />suitability of affected habitats to support listed species; <br />b) To ensure compliance with Section 404 of the Clean Water Act ("CWA"), <br />conduct a determination of jurisdictional waters of the U.S. including wetlands <br />conducted within the Project area and provide a map depicting the waters of the <br />U.S. Present permitting recommendations once the location of all project <br />infrastructure is known; <br />c) Collect data on surface water resources noting surface water classifications, <br />general characteristics, and Texas Pollutant Discharge Elimination System <br />("TPDES") discharges. Provide a discussion of non-point discharges and discuss <br />impacts to water resources; <br />d) Cultural (Historical and Archeological Resources -Antiquities Code Compliance <br />Cultural resources are regulated under federal and state law via the National <br />Historic Preservation Act (NHPA)-federal, and the Texas Antiquities Code <br />("TAC")state. The NHPA applies when a project is considered a federal action <br />(i.e., federal funding, federal permit, or federal land). Currently, this project is not <br />considered a federal action; therefore, the NHPA is not expected to be a concern; <br />e) Include a background review of historical and archaeological sources, including <br />an inventory of recorded sites from the Texas Archeological Research Laboratory. <br />Prepare an Antiquities Permit and submit same to the Texas Historic Commission <br />("THC") for approval. Conduct a pedestrian survey for historical and <br />archeological resources that is limited to the areas affected by the Project. <br />Prepare and submit a report summarizing the results of this survey to the THC. <br />f) Prepare and submit to the City: <br />1) Draft Technical Letters (6 copies); and <br />2) Final Technical Letters (6 copies). <br />1.3.12 Prepare a preliminary cost estimate for all proposed improvements. <br />1.3.13 Prepare the Preliminary Design Report.
