SAtl MARCOS PUBLIC LIBRARY
LlFELON6 LEARNIN6 PROJECT
PROGRAM NARRATIVE

I. INTRODUCTION

The mission of the San Marcos Public Library is to improve and enrich the lives of the
cftlzens of san Marcos I1y serving as a center fOt' I1fe10ng learning, Cultura1 enrichment and
information exchange. In an effort to fulfi1l this mission more completely, the library
sæl<s to obtain an LSCA, Title I, grant to develop a Lifelong Learning Project which wi1J
serve the special needs of adults with less than a twelfth grade education.

The lifelong learning Project wm help these disadvantaged adults lead fuller ,more
productive lives by providing them with:

1) fræ adult basic education and GED tutoring by trained tutors;

2) free seminars and workshops on Job hunting, personal finance, and other 11fe
sl< ill s; and

3) occess to a coHectlon of l1brary mater1a1S des1gnecl to meet tne1r spec1a1
information needs.

We anticipate that these programs and services wi1J attract to the library many adults with
less than a twe1fth grade education who have never boon library users before. Project
parUcipants wi1l be encouraged to take advantage of the ful1 range of services and materials
offered by the library. As a resu1t of the project, participants and members of their
families may become lifelong library users.

The San Marcos Pub 11c Library serves the city of San Marcos which has a population of
23,420 peopJe.* The disadvantaged group which is the target of the Lifelong Learning
Project consists of adults with less than a twelfth grade education. This group represents
approximately 19~ of the city's total population.

Because Southwest Texas State University students make up a large percentage of the city's
overall population, 1t is perhaps more significant to look at the city's population of æults
who are over the age of 25. There are 8,054 ooults In thIs group and over 461: of these
adults have less than a twelfth grade education. More than half of the adults over the age of
25 are women, while approximately 75~ of ooults over the age of 25 who 00 not have their
high school diploma are Hispanic.

* AJI statistics were supp1ied by the Capitol Area Planning Council which used } 980 census
data as its source.
