<br />lifelong Learning Project <br />Program Narrative--page 2 <br /> <br />III.STATEMENT Of NEED <br /> <br />The target group of adults in San Marcos who have less than a twelfth grade eduœUon is 6 <br />group of poop Ie who are not troolt ionally Hbrary users. I n an effort to assess the need for <br />new library services, the library conducted an informal survey of the target group. We also <br />spoke to people in the community who are involved with these adults in some WfJ{, including <br />present adult education tutors. <br /> <br />Adults from the target group who were surveyed expressed an interest in moreone-ta-one <br />tutoring than Is presently available at the Hbrary. Many also asked for aâjiUonal <br />educational programs. Several people expressed an interest in tutoring for job-related <br />reasons while others were interested in tutoring in order to get into the mil1tary or another <br />sch001. Some people stated that the library neeœd more educational materials and some <br />asked for more recreational reading materials. <br /> <br />Our informal survey showed that there is a need for more tutoring, for new programming <br />geared toward ooults with less than a twelfth gr~ education, and for more materials for <br />these adults. Programming and mater1als are needed 1n areas such as job sk1Hs, education, <br />and recreation. People in the target group have bæn and wiIJ continue to be an important <br />source of informatJon about needed 1íbrary services for these oou1ts. <br /> <br />We also visited the adult education program at the San Marcos High School which offers night <br />classes for ooults. Since this program Is offered only two evenings per week and for only <br />eight months af theyeor, Mrs. Jasefina Tobias, director of the progrom, expressed the need <br />for a program of one-to-one, indivídua1ízed tutoring that is available year round. According <br />to Mrs. Tobias, some students prefer Indiv1dual tutoring over the classroom approoch that <br />her program offers. Also, she expressed the need for a place to refer her students when the <br />night school program ends each spring. <br /> <br />Mrs. Tobias expressed support for a plan to provide cpxtquaHty educational and recreational <br />materials for people to check out of the library. Students at the night school are not snowed <br />to take study materials home. In an effort to provide materials for as many mult education <br />students as possible, the I ibrary can help provide study materials for the Lifelong Learning <br />Project as wen as provide materials for students at the night school. <br /> <br />When we surveyed former, present and prospective tutors in the existing tutoring program <br />at the library, most expressed a great desire for tutor training. Present tutors questioned <br />whether they were being reaHy effective due to their lack of formal training. Former tutors <br />have raised the same questions. We have speculated that the existing tutoring prrgram has <br />lost tutors due to the lock of available training. Some prospective tutors have dropped out of <br />the program upon learning that no training was available locally. <br /> <br />A recent study done by the U.S. Department of Education showed that 96~ of tutoring <br />programs using volunteers provided training for their tutors. ¡\ccording to the Literacy <br />Volunteers of America Management Handbook of Volunteer Proarams: <br />
