Q.ut._.. .af..f .i..I:m.a.tiY6: <br />ma.rke:t..i.n~L:R.r..Q.c.ed,Yr.e.:¡..., .. <br /> <br />The City will assure these procedures through contract provisions <br />which: <br /> <br />* <br /> <br />Reserve a period prior to execution of a lease agreement during <br />which the owner will accept applications referred by the San <br />Marcos Housing Authority. <br /> <br />* <br /> <br />Require owners to comply with non-discrimination and equal <br />opportunity requirements contained in applicable laws and <br />regulations by means of any advertising through local media or <br />on-site advertising. <br /> <br />* <br /> <br />Include in subcontractor agreements a provision by which the <br />forgivable feature of the loan will be suspended during any <br />annual period during which there is compelling evidence of an <br />owner's failure to use affirmative marketing procedures. <br /> <br />Establi:ihing. .Pr.Qcedures....fQr ....a.:;¡..s.e.s.~m6:n:t.and,cQr.r.ectiYe...a..ctiQn. <br /> <br />The effectiveness of the affirmative marketing efforts will be <br />evaluated as follows: <br /> <br />* <br /> <br />The City will require that owners report initial occupancy <br />including family size, income, race and ethnicity. <br /> <br />* <br /> <br />Occupancy characteristics will be evaluated annually in <br />comparison to city-wide racial and ethnic compositions and other <br />available information. <br /> <br />If, during its annual a.ssessment, the City finds that racial and <br />ethnic compositions are substantially less than in the local <br />population, it will reassess procedures used by owners for entering <br />into lease agreements during the last yearly period. On the basis of <br />this examination, the City will take corrective actions to include <br />revisions to subcontractor agreements and, when there is compelling <br />evidence of an owner's noncompliance, suspension of the forgivable <br />provisions of the loan agreement. <br />
