<br />PROClIDtJ.RES FOR PROPOSAL SEIÆCT ION <br /> <br />The City will select owners for rehabilitation loans through a competitive <br />process held quarterly or more often as necessary to satisfy requirements <br />of the TDCA contract. If the number of loans available to be made exceeds <br />the number of eligible loan applications for quarterly competitions, the <br />selection process will be converted to a first come, first served basis. <br /> <br />Projects in eligible neighborhoods will be selected in order to maximize a <br />concept of housing impact while still complying with all aspects of the <br />TDCA contract. Housing impact refers to the extent to which rehabilitation <br />funds can be distributed to benefit the greatest number of families and <br />individuals while assuring that expenditures achieve minimum housing <br />standards which can reasonably be expected to be maintained over the term <br />of the loan agreement. All applications will be ranked according to this <br />housing impact criteria. Once done, final proposal selection will he <br />completed (subject to contractual arrangements) by a process to assure that <br />compliance with the TDCA contract requirements will be satisfied on a <br />cumulative basis.
