<br />EXHIBIT A <br /> <br />THE CITY OF SAN MARCOS <br /> <br />AFFIRMATIVE ACTION PLAN <br /> <br />CHAPTER 1 <br /> <br />POLICY STATEMENT: <br /> <br />THE CITY OF SAN MARCOS <br /> <br />The City of San Marcos declares and reaffirms its policy of equal <br />employment opportunity. <br /> <br />1.01 <br /> <br />Eaual EmDlovment ODDortunity <br /> <br />The City of San Marcos will make all decisions regarding recruitment, <br />hiring, promotions, upgrading, training, and all other terms and <br />conditions of employment without discrimination on the basis of race, <br />color, creed or religion, sex, national origin, age, physical handicap, <br />status as disabled or vietnam era veteran, or other factors which are <br />prohibited by law. <br /> <br />1.02 <br /> <br />Affirmative Action in EmDlovment <br /> <br />The City undertakes a program of affirmative action, to which good <br />faith efforts will be directed for achievement of the following <br />purposes: <br /> <br />Determination of the extent to which minorities and women are <br />underutilized in major categories. <br /> <br />Identification and elimination of the specific causes of such <br />underutilization. <br /> <br />Identification and elimination of any employment practices <br />whose affect has been adverse to minorities, women, and <br />others protected by law and whose relationships to job <br />performance have not been clearly established. <br /> <br />Replacement of such practices by practices which are based on <br />merit and valid job qualifications. <br /> <br />Development, through special recruitment efforts and other <br />measures, of applicant pools in which validly-qualified <br />minorities and women are represented in proportions <br />sufficient to help reduce their underutilization, where such <br />has occurred. <br /> <br />Development, through special recruitment efforts and other <br />measures of applicant pools in which handicapped persons, <br />disabled veterns and vietnam era veterans are represented <br />equitably. <br /> <br />Projection of goals and timetables which will estimate the <br />representation of minorities and women which is likely to <br />result from the operation of this affirmative action plan. <br /> <br />-1- <br />
