CHAPTER 6

JOB QUALIFICATIONS AND TESTING

The City of San Marcos will select individuals for employment or
promotion on the basis of job qualifications, written tests, and other
devices which do not screen out minorities or women at a greater rate
than others and which are conclusively demonstrated to be related
significantly and directly to job performance.

The job classifications themselves will be analyzed in terms of the
actual tasks performed, the frequency and difficulty of their
performance and the relative importance of specific employee traits and
skill levels needed to perform those tasks.

Qualifications to be analyzedd, initially and periodically as
appropriate, will include but not be limited to the following:

Educational requirements.

Requirements for specific job experience.

Exclusionary policies or preferences based on parenthood of
young children, in or out of wedlock.

General exclusionary policies or preferences, including for
example, terminations based on an applicant's or employee's
credit rating or garnishment.

General exclusionary policies or preferences based on an
individual's height, weight, and related physical
characteristics.

General exclusionary policies or preferences based on formal
or informal judgements of an individual's "moraIn, "social,"
or other personal qualities not related directly and
demonstrably to job performance and generally associated with
the culture of a particular ethnic group.

-8-
