1.4.5 Record both previously recorded and unrecorded historic properties, archeological <br />historic properties, or prehistoric archeological sites encountered on a Texas Archeological Site <br />Data Form and submit the form electronically to TARL via the TexSite recording system. The <br />Engineer will include site data consisting of a description of the site's environment and the <br />cultural materials noted within the study area, including comments on the continuance of any <br />sites outside of the existing and proposed right-of--ways. Following fieldwork, if any <br />archeological sites or archeological historic properties are discovered, the Engineer will complete <br />an intensive survey report in accordance with the full report guidelines outlined by the THC's <br />Rules of Practice and Procedures. If no archeological sites or archeological historic properties <br />are discovered, the Engineer will follow a short report format. The report will contain <br />background information on the proposed construction activity, archeological and geomorphic <br />data from site files, information from geologic maps, soil surveys, and a description of previous <br />impacts affecting the integrity of known or potential archeological sites and deposits. The report <br />will evaluate, to the extent feasible, the eligibility of archeological sites within the Project area <br />for inclusion in the NRHP or for formal SAL designation. The Engineer will evaluate the <br />potential for intact archeological deposits and will provide recommendations for any additional <br />archeological work, if deemed necessary. If further work is warranted, the Engineer's <br />recommendation will indicate where the additional work is needed and the scope of work <br />necessary. The Engineer will reference all background research, field investigations, report <br />preparation, coordination and findings in the NEPA document. <br />1.4.6 Provide a qualified architectural historian to perform a Historic Buildings and Structures <br />Survey in compliance with Section 106 and Section 110 of the National Historic Preservation <br />Act (36 CFR 800). The Engineer will ensure that identification, evaluation, and documentation <br />tasks will be completed in accordance with the provisions of the Archeology and Preservation: <br />Secretary of the Interior's Standards and Guidelines (48 FR Parts 44716 et seq.; hereafter SOI <br />Standards). The Engineer will perform historic resource studies and will document those studies <br />in accordance with 36 CFR 60 at sufficient levels to satisfy the THC requirements for <br />determining the presence of and documentation of historic resources. Historic resources include <br />buildings, structures, objects, historic districts, or non-archaeological sites that exist in the Area <br />of Potential Effect ("APE") 45 years prior to the estimated commencement of construction. The <br />APE is no more than 150 feet from the proposed ROW. If at any time during the execution of <br />this task, the APE is extended beyond 150 feet from the proposed ROW, the additional studies <br />will be included as additional services. <br />1.4.7 Create a design plan for the reconnaissance survey of the APE titled "Research Design". <br />This Research Design will be revised to reflect comments by the State and THC. The Research <br />design will include: <br />a) A summary of the historical and cultural contexts of the project area; <br />b) A list of documents, references, and maps to be reviewed. These will included, but <br />are not limited to the Texas Historic Sites Atlas, the National Register of Historic <br />Places (NRHP), the lists of State Archaeological Landmarks (SAL), and the Recorded <br />Texas Historic Landmarks (RTHL), the Historic American Buildings Survey, the <br />Historic American Engineering Study, Texas Historical Markers, and Historic Texas <br />Cemeteries; <br />c) A commitment to provide a report detailing the results of the reconnaissance survey. <br />KBR-Sessom Drive Roadway Improvements Agreement <br />11 <br />
