1.4.7 The Engineer will conduct a reconnaissance level survey conforming to the methodology
outlined in the THC-approved Research Design, along the Project area. The purpose of the
survey is to identify the historic resources that are potentially eligible for listing in the NRHP.
Such properties will require more intensive survey efforts in order to make a final determination
of their eligibility status. The Engineer will systematically examine the Project area for the
existence of any pre-1950 properties. If a resource lies outside the APE, but has lands associated
with it within the project area, the Engineer will include it within the reconnaissance survey. The
Engineer will photograph all historic properties in color and will assess their integrity on-site.
The Engineer will compile data for the preparation of an inventory including site number;
address or location; description of property; approximate date; property type, property sub-type;
stylistic influence or typology (for vernacular resources); and level of historic integrity. The
Engineer will record all sites on a map in the field.
1.4.8 Prepare a final report not to exceed five pages, excluding photographs, maps, and other
supporting documentation. The report will include a brief overview of the results of the
reconnaissance survey, an inventory of historic resources requiring no additional survey efforts
in order to finalize determinations of NRHP eligibility in accordance with 36 CFR 60, and an
inventory of historic resources requiring additional intensive survey efforts in order to finalize
determinations of NRHP eligibility in accordance with 36 CFR 60. This report will include:
a) A table with a list of the resources locations/addresses, property type and subtype
classification, stylistic influences, construction dates, integrity issues, and preliminary
eligibility recommendations;
b) Photographic documentation of each historic resource sufficient in number and
perspective to satisfy THC documentation requirements (except under circumstances
beyond the investigators control). For structures, at a minimum, this will include an
oblique view of the primary facade and a side elevation for each resource, with the
subject filling the frame. For Texas Historical Markers or monuments, this will
include a front view with legible text. All photographs shall be 3.5" x 5" color
representations printed on matte finish photographic paper. All photographs shall be
well focused and clearly depict architectural and other details relevant to an
evaluation of the resource's character-defining features;
c) Aerial photographs or USGS 7.5' topographic maps showing the location of each
historic resource and the boundaries of the APE. The Engineer will clearly mark
major street names and other directional landmarks on the map; and
d) For those historic resources requiring additional intensive survey efforts as identified
in the reconnaissance survey, the Engineer will propose changes to the Research
Design in accordance with 36 CFR 60, to finalize determinations of NRHP eligibility.
These may include more research into contextual setting, further comparison of
property information, filling of data gaps, and other items necessary to finalize the
evaluation and documentation phases of the project in accordance with the SOI
Standards.
KBR-Sessom Drive Roadway Improvements Agreement
12
