CITY OF SAN MARCOS
DISTRIBUTIOW LINE EXTENSION POLICY

6.

EXCESS CONSTRUCTION COST DETERMINATION - When a line exten-
sion for electric service exceeds the maximum length pro-
vided as a standard by the City, the customer will be re-
quired to pay the City, in advance of any construction of
the extension, an amount to be determined as follows:

The required length of the extension shall be
established by a field survey performed by
the City. The total length of the extension
will be reduced by the maximum allowed for
the type of service to obtain the excess con-
struction required stated in feet. The num-
ber of feet of excess construction will then
be multiplied by the ci ty' s Standard Cons-
truction Cost for the type of extension re-
quired to obtain the amount of the required
payment.

Where it can be demonstrated that the expected annual reve-
nues (derived from base rates, exclusive of fuel) to be paid
by the prospective customer will generate the required mar-
gins to cover the total cost of constructing the extension,
disregarding any allowance; the City may, at its option, ex-
tend service without an excess construction cost payment by
the customer.
